1. Carol Lynch / Cannon Beach Preschool and Children's Center. Carol's
prior career was Human Relations. First in hospitals and then in technology.
When her son was born, her love for children was born with him. 5 years ago
she and husband Frank moved to Cannon Beach. Frank gave up his tech career
to pursue photography. Carol took a job at the Children's Center. A year
later the Director position became available. Carol took it. She is proud to
be part of the Children's Center. This is the 20th anniversary of its
founding by concerned citizens. The city put up the land and the community
put up the building. The facility is licensed (State Certified) for 36 to on
site at any given time. Currently there are 41 registered. Open 730am to
530pm, the facility is divided between babies, toddlers and preschoolers.
This is the only such facility between Tillamook and Warrenton. For many
parents, it is a critical service. Tuition pays for only 50% of overhead.
The rest comes from grants, donations and fund raisers. Qualifications for
employees are high, requiring various certification plus an annual 15 hours
of continuing education. Pay is between $10 and $15 per hour. Help is hard
to find. Most do it out of love. Carol invited everyone to come and visit,
especially if they haven't been in recent years. 3781 South Hemlock, PO Box
596. 503-436-1040 cbchildrenctr at yahoo.com.

2. Jeff Jewel: 12 days of Earth Day to begin Thursday April 22. An
8.5x11" flyer was passed out and is available at the Chamber. Carol says the
schedule will be in the Gazette. On Saturday April 24th there will be
speakers at the Chamber every 45 minutes or so. Info is available through
www.cannon-beach.net/events/earthday.

3, Ambassador Training today at Chamber 9am and 530pm

4. Pia: This weekend Fri and Sat will be the last performances of Crimes
of the Heart at Coaster Theatre. More at www.coastertheatre.com.

5. Kim: 15000 invitations have been sent out by the Cannon Beach Gallery
Group by US Mail. Everyone is encouraged to display posters and brochures
which can be picked up at Haystack Gallery and Bronze Coast Gallery. Add the
event to your website and link to the schedule through
www.cannon-beach.net/springunveiling. JP's is unveiling their new Menu. All
businesses are encouraged to "Unveil" what they can to create more
excitement for our visitors. Northwest by Northwest Gallery will charge $5
at their door with proceeds to benefit the Food Bank. Inn at Cannon Beach
and Ocean Lodge will each have an artist featured that weekend.

6. One new sculpture (the puffins in midtown) is already in place and two
more will be placed soon. Voting will take place Spring Unveiling Weekend.
The winning sculpture will be purchased by the city and remain on public
display. The orange bench from last year will now reside downtown by the
restrooms.

7. George: The news this morning reported that the latest stats show
Oregon losing another 400 job and the unemployment rate still above 10%.
But, Intel quadrupled its first quarter earnings and anticipates hire 1000
people yet this year. Diana says she has had a nice sign in her window at
JP's for 3 weeks and has had just two people inquire. One of them obviously
did not want the job. Others reported similar experiences. Pat Funk says
there has been more activity in the local real estate market already this
year than all of last year. Ben says they sold a fractional recently at
Lodges at Cannon Beach and financing came thru Clatsop Community Bank.

8. Rich: There are 7 groups desiring and currently identified as
qualifying for the anticipated $230K of the proposed increase in the Lodging
Tax. A 5-person commission, selected and given specific criteria by the City
Council/ordinance, would administer the $230K. The 7 groups are (in no
particular order) 1. History Center. 2. Chorus. 3. Arts Association. 4.
Gallery Group. 5. Coaster Theatre. 6. Chamber. 7. Business Associates.
Qualifying groups must have a direct tie to tourism as per state statute and
a decision passed down by the Attorney General.

9. Joyce Lincoln: "Wouldn't it be great if we had outdoor theater in
Cannon Beach. We have the downtown park as the venue. Grants are available.
We should pursue this possibility."

10. Next Wednesday Morning Meeting - April 21, 2010, Mo's, 8am - Show &
Tell by Michael Burkett / Cannon Beach Citizen (see upcoming list below).
Bring your own coffee cup. Mo's is closed for breakfast until June.

2. Lesle Palmeri / Walker & Company Marketing Communication. Lesle's
maiden name is Walker. She started her company 26 years ago before marrying.
But first she got her degree from Miami University in Ohio and went to work
in Chicago at Leo Burnett Company, in a building with 1800 other LBC
employees (LBC had 32 offices around the world at that time). She left Leo
Burnett in 1980 for a small firm in Dallas Texas that transferred her to
Phoenix where she became general manager until the day she called one of the
owners to complain about owners lack of involvement in her branch . She
worked for that firm for 5 years. After a short, break from the advertising
world, (she never DID actually get a job driving a bus!) she began Walker
and Company moving to the north coast of Oregon in 1994. Her goal is to get
people to rethink their marketing strategies. She focuses on advertising,
public relations and website empowerment. She thinks that Clatsop County's
diversity "is an asset" that we can take advantage of. Her immediate advice
to all is to be aware of who has rightful ownership of materials being used
in your marketing, and to make sure the materials are current. Then get your
message out to your target audience. and repeat, repeat, repeat. Her
services are available. Call or e-mail her for a free consultation
503-738-3398, info at lcbiz.com. www.lcbiz.com

3, The flyer from Bruce's says: Please join us on Thursday April 8th
2010 5-7pm. Come be a kid in a candy store. For Cannon Beach Chamber's
Business After Hours. We look forward to sharing our business with you and
celebrating our 47th year of business in Cannon Beach.

4. George reported on what happened last night at the Council Meeting
regarding the proposed 1% increase in the Motel Tax (from 6 to 7%). After
hearing from about 10 people and a short discussion, Council decided to
extend the conversation to a worksession at 6pm on April 20th at City Hall.
Part of the proposed ordinance is to form a 5 member vetting committee whose
function will be to select qualified recipients to receive the estimated
$230K. The composition of that committee was a big part of the Council's
discussion. George asked how others thought this money should be used. There
was no shortage of ideas and commentary. Bob Necker suggested that the
Chamber was the best organization and in the best position to spend this
money wisely. Wendy asked Valerie to speak about how this got started over a
year ago. She (Valerie), city manager Rich Mays and Mayor Mike Morgan got
together to discuss how to assist the Arts in Cannon Beach. Art
organizations were in need of financial assistance to stay afloat. The idea
of an increase in the motel tax came up. The group expanded to include motel
owners and it was learned that State law restricts how new motel tax money
can be spent. 30% can be spent in any manner the city sees fit, but 70% is
restricted. Some of the Arts organizations do not qualify. Patrick Nofield
spoke about his involvement in the committee and the open and transparent
manner in which the ordinance evolved. He expressed disappointment in the
composition of the 5 member vetting committee being changed from 3 lodging
members to 2. This had taken place without a committee meeting. George
pointed out that if the composition was left open, there could feasibly be 5
members appointed from lodging. Kathy Klezcek asked if there was anything in
the ordinance which would ensure consistency in the PR message so as to have
a coordinated, cohesive message going out from different organizations.
Nothing in the ordinance speaks to that at this point. Russ Vandenberg
talked about a program used in Seaside where each year, 5 applicants are
rewarded $5000 each to promote events they solicit funds for. In Seaside 25%
of all Motel Tax funds go back into PR and advertising. Gary sited amounts
being spent by towns competing with Cannon Beach for visitors. The
anticipated $230K is a meager amount compared to all the others. Bob Necker
expressed concern for the impact on an organization who get awarded money
one year and then do not meet performance requirements the next year or the
year after that. George encouraged everyone to send comments prior to the
April 20th worksession to <mailto:cityhall at ci.cannon-beach.or.us>
cityhall at ci.cannon-beach.or.us. Then to attend the worksession.

5. Northwest Author Gregg Olsen will speak Saturday April 10th at 2pm at
the Library. Sponsored by Martin Hospitality, Surfsand Resort, CB Book
Company and the Library.

6. 'La Bella Notte' Concert by the Cannon Beach Chorus. Two performances:

1. New at this meeting: Domingo Alegria / Mo's Restaurant.
www.moschowder.com.

2. Patrick Nofield and Ben King showcased the Lodges at Cannon Beach.
"Come Live the Life". Patrick and partners Tom Drumheller and Mike Clark
purchased property in 1999 and built Inn at Cannon Beach with the idea that
they would purchase additional adjacent property later. In 2005 they
purchased that property, but at 5 times the price of the first piece.
Because of the high cost of the property and development costs, it was
decided to build condos rather than motel rooms. Fractional ownership was
chosen over full ownership to bring prices within reach of more people. Each
luxury, fully furnished, 2 and 3-bedroom condo would have 12 deeded owners
with each being scheduled for 4 weeks per year (one week in each season -
rotating annually). The remaining 4 weeks are for maintenance and
promotion. The project was originally planned for 16 units but facing a weak
economy, it was decided to phase the project. Eight units were built in
Phase One. Four units are currently offered as fractionals and four are
offered as full ownership. Two-bedroom fractionals start at $79K and
three-bedrooms at $99K. Home Owners Association fees, which include
everything but long distance phone, are approx $1200 and $1700 annually. The
four full ownership units are offered at $730K, $699K, $849K and $749. All
prices have been adjusted down recently to stimulate interest. These units
can rent nightly thru Inn at Cannon Beach. The Lodges are also affiliated
with and rated "Top Tier" with RCI, a network of condo rentals. Financing is
available. Contact Ben King 503-440-6310 ben at lodgesatcannonbeach.com
<mailto:ben at escapelodging.com> www.lodgesatcannonbeach.com.

3, Mixed reports on Spring Break business. Margo says Spring Break crowd
is traditionally not good for her business, but she does get lookers who she
feels will be back later in the year. Tim at the Spa says business was good
during last week but Saturday was poor. Most business is last minute and
everybody wants a discount. Keith at the Seaside Aquarium says they have
been slammed. Pia says the theatre had a good Thursday and Saturday, but not
Friday. George says his El Mundo For Men apparel store manager, Sandy Smith,
reported that business was good and for the first time in a long time,
people were buying what they liked without laboring over price. Carmen was
full at Sea Ranch for the weekend.

4. Everyone was frustrated with the power outage from 7am to 530pm on
Monday. Some businesses closed, some stayed open. Those that stayed open
reported that they did do business. Kathy encouraged making the most of
these situations by having temporary lighting available and by coordinating
with other business to know who is open so as to assist visitors in finding
coffee, food and shopping opportunities. Jeff said the Information Center
closed at 1pm after having so many irate people come in complaining. His
observation was that Oregon vacationers were more accepting of the situation
than those from the Puget Sound area. Bob Necker wants more pressure put on
Pacific Power. "This is the 21st Century, not the 19th Century". George says
with so many trees surrounding the wires that feed us, we can expect these
kind or outages until we get our wires underground. In the meantime, we need
to make the most/best of these outages by being prepared and by being
positive with our visitors. Melissa, as a City Councilor, says she has spent
time working with Pacific Power looking at the situation. Specific trees
have been identified as potential problems and will be cut and/or trimmed.
Part of the problem is with infrastructure. Some of the poles and supports
have not been maintained properly. Bob Neroni asked about the feasibility of
the City having a backup generator. Fran suggested that the Info Center be a
designated spot with backup power and drinks, snacks and information during
an outage such as this.

5. Carol thanked those who came to the Pizza, Beer & Bylaws meeting on
Monday to pass the new Chamber Bylaws.

6. Carol: The Ambassadors Program: There is a short program for
volunteers Wednesday April 14 from 9-10am at the Chamber, repeated 5-6pm.

Week at the Farmer's Market. If you want your restaurant included, contact
Jennifer Williams 503-440-6013 info at cannonbeachmarket.org.

posters and brochures. More are available thru his gallery - Bronze Coast
Gallery in the Landing. Also available are the year-round Gallery Group
brochures. www.cannon-beach.net/springunveiling.

Kitchen. Thursday April 8th from 5-7pm. Wine, chocolate, networking,
conversation, door prizes. Bruce's 47th Anniversary.

1. McAndrew Burns - Executive Director Clatsop County Historical
Society: Astoria Bicentennial - 1811-2011. Astoria was the first settlement
west of the Rockies. Had John Jacob Astor not made this settlement and
claimed this region for the USA, it would very likely have been settled and
would now be part of Canada. Following the 1911 Centennial Celebration, left
over funds were used to purchase the property that is now the Astoria
Column. Bicentennial buttons were passed out. Info at
http://www.astoria200.org/.

2. Dick Powell - Astoria. The old County Jail will open June 5th as the
Goonies Museum celebrating the movie The Goonies and the 300 other movies
filmed in Oregon. Because of the expense in getting photos and video from
the movie makers, the museum is seeking items from locals who may have
photos or video to donate to the museum. Info at
http://www.oldoregon.com/events/entry/goonies-25th-anniversary-event/.

3, Wendy: Inn at Cannon Beach is full, but Ocean Lodge is not. Economy
is driving visitors and shoppers. Brian reported reservations up for houses
for summer. Jeff said Info Ctr had 450 visitors Saturday, many booking
rooms, but in the $120 and below range. Jeff said he got the same report
from Seaside. This led to discussion of how Seaside and Cannon Beach
complement each other and how many people stay in one town but travel to the
other during their stay. BobNec thinks CB has become more like Seaside and
Manzanita is like Cannon Beach was.

4. CarolHun: The Ambassadors Program is taking shape. There is a short
program for volunteers April 14 from 9-10am at the Chamber, repeated 5-6pm.

5. Bob Mushen -Tom J Bergin, Sherriff will be the speaker at Coffee with
the Commssioner Tuesday March 30th 10am at 148 E Van Buren St. Cannon Beach.
Call 503-436-9292 or e-mail jpmushen at aol.com.

6. George warned of a very tenacious Malware program that he is
currently dealing with on a laptop. It is called Antivirus XP 2010 or
Antivirus Vista 2010. This malware pretends to be a virus protection
program. It throws up fake security risk screens offering to protect you by
registering - for money of course. The screens it fakes are deceivingly
similar to legitimate ones. The malware disables programs that could disable
it. AVG Antivirus did not detect it. According to what George found on the
Internet, antivirus programs do not detect it. This malware appears to only
affect the user who is logged in at the time so if there is a second user on
the machine, that user can be used. Once the av.exe file was found and
removed by Malwarebytes, most "exe" files were still disabled. Where does
malware come from? It can come from downloading software, visiting
questionable or unknown websites, and other sources. Sometimes it will show
up even if you have done nothing to cause it. Be wary of any sites that you
visit while online that aren't trusted, or that you aren't familiar with.

7. Brochures/Posters for Spring Unveiling (April 30 - May 2) are printed
and available from Bronze Coast Gallery. The brochure has the poster on one
side and the map, schedule, sponsors and other info on the other side. It
unfolds to the size of the full poster. For Spring Unveiling info go to
www.cannon-beach.net/springunveiling.

8. Jeff: Chamber is getting a retractable awning to cover the deck. Pizza,
Beer and By-laws. The Chamber's new By-laws are ready for membership
approval. That meeting will take place Monday March 29th at 530pm at the
Chamber. In the meantime you can brush up on the document at
www.cannon-beach.net/images/ChamberByLaws.pdf.

9. Karen Meili: Real Estate sales have picked up in Cannon Beach. Last
just one million dollar plus home sold. This year already three have sold.

our flooding problem on Hwy 101 to Seaside.

2. Ann: Saving the brick and mortars our nation was built on is what the
3/50 Project is all about. Pick 3 stores you don't want to see gone. Spend
$50 per month. See more at www.the350project.com.

3, Bob Necker and Joyce Lincoln / Northwest by Northwest Gallery:
Northwest art by Northwest artists is what you will find in the gallery
downtown at 232 N Spruce next to Cannon Beach Spa. Fifty Pacific Northwest
artists are represented. The gallery opened initially in SE Portland in
1985. In 1987 a location was found in beloved Cannon Beach and in 1988 the
gallery moved to Cannon Beach. Twelve years ago the old firehouse was
renovated and the gallery moved into its present home across from the City
Park, tennis courts and the Information Center. Being on Spruce Street
creates a challenge. Membership and participation in the Cannon Beach
Gallery Group and Chamber has been part of the gallery's marketing plan from
the beginning. Three aspects of the business are 1. Retail - people who
visit and purchase onsite - mostly Seattle visitors. 2. Corporate - OHSU and
others. 3. Giving Back - financially supporting local and regional causes. A
velvet rope occasionally hangs across the door opening and money is
collected upon entry for these causes. Joyce focuses on photography and
painting while Bob's focus is glass. Travel Oregon included the gallery in
a video "Oregon Uncovered" which is being aired internationally. Passionate
about public art, the gallery features sculptors such as Georgia Gerber (who
did a recent puffins piece of which 10% will go to HRAP), Lillian Pitt,
Wayne Chabre, and others. Bob is a writer and keeps a journal, Joyce is into
photography, but they do their art for themselves and not the gallery. The
galleries ads in Cannon Beach Magazine and Coast Explorer Magazine were
shared. Reach the gallery at 503-436-0741, info at nwbynwgallery.com or
www.nwbynwgallery.com.

4. Carol: The Children's Center exceeded their goal of $10000 by nearly
$1000 on proceed from the Saturday's Wine Tour. "An Incredible success".
George congratulated and thanked Gary and Carol and all those who worked
putting the weekend together. "Savor Cannon Beach is the perfect event to
showcase the best of Cannon Beach. No matter how good it was this first
year, we can make it even better next year". BobNec felt that it was
another example of how valuable these WMM's are to the community. Carol and
Gary suggested a Sunday morning brunch for 2011. The tentative date for 2011
Thurs March 10 thru Sunday March 13. Jim encouraged everyone to call
attention to upcoming events well in advance to build the importance and to
build anticipation. The wine dinners that were mentioned in the PR for the
event pretty much sold out - including EVOO, Sweet Basils and JP's. PR for
the event was great. Jean was very pleased to report that the Library had a
full house for their weekend event.

5. Jeff: The hall has been repainted by Coast Cleaning. The fireplace
has been cleaned, new stones place under the fire and the logs rearranged by
Ron Jaber Coast Heating and Cooling. The landscaping project is in full
swing with Hank Johnson working in all kinds of weather and with huge stone
columns.

6. Jeff: The Chamber's April Business After Hours will be held at EVOO,
Thursday April 8th at 430pm. Contact jeff at cannonbeach.org. Thanks to Duane

invited everyone to the dress rehearsals - tonight (Wed) at 7pm and tomorrow
(Thurs) at 8pm. More info at

8. Pia: Lauren Kinhan in Concert. Grammy Award winning singer/songwriter
Lauren Kinhan performs at Coaster on Tuesday, March 23 at 7:00 pm. Ms.

with John Stowell. Tickets are $20.00 and are available at Bald Eagle
Coffee House, Coaster Theatre and Found, or online at
www.cannonbeachyogaarts.com.

9. Oregon Coast Magazine's 20th Annual Mile by Mile Guide is out and
Cannon Beach has no less than 4 pages of exposure, compared to just one last
year. 300,000 of these magazines are distributed along the entire Oregon
coast. The Chamber purchased a third page and was bonused by Rob Spooner
with editorial that creates a full page ad. Other Cannon Beach ads include
Tolovana Inn, Cannon Beach Spa, Sea Ranch Resort, Land's End Motel, Hallmark
Resort and Cannon-Beach Net.

2. Commissioner Mushen: Contrary what I was thinking after the March 1
Tunnel meeting, I now think that Option 1 (bare bones repair) is the best
option and I will ask the County Commissioners to sign a letter at today's
meeting to that effect. I am concerned that Option 2 (favored by ODOT) could
risk longer construction times than planned.

3, Linda Dugan / Farmers Insurance. Linda has been a Warrenton resident
for 29 years. She has 6 children. She has served on the School Board for 10
years. Her family owned and operated the Warrenton Coast to Coast Hardware
store for 21 years, closing in 2003. Linda was ready for a 9-5 job after all
those years in retail. She spent 4 years with a law firm before deciding to
get back out on her own. She started Protemps For Hire in 2007 and then
began with Farmers Insurance in 2009. She has always loved Cannon Beach and
after studying her options, decided that Cannon Beach would be a good place
to hang her sign. She was referred by Jeff at the Chamber to George Vetter's
Village Centre. George found a place for her desk and to hang her sign in
part of Arriba Gallery above El Mundo For Men. Linda passed out a CD of Home
Organizer software including Managing Information on Lost Kids and
Electronic Animal Recovery System. Linda can usually be found at her desk
from 130pm to 530pm. Call or e-mail Linda at 503-739-1695

pouring wine on Friday from 4pm along with a talk and book signing by Brian
Doyle. Northwest by Northwest Gallery will have wine after Saturday 2-5pm
Wine Walk. Prices vary on these offerings.

2pm at all 24 locations. Participants will receive a glass and a hand stamp.
Hand stamps will only be given to those 21 years of age or older. Look for
the stamp if you are a pourer or host. Wine is not to be consumed or carried
on the sidewalks for streets. Everyone should take it upon themselves to
remind anyone so doing. Volunteers are needed by the Children's Center for
the Wine Tour. Contact Carol cbchildrenctr at yahoo.com.
