1. RJMarx/CourtC: Terry Swigart (72) passed away December 4th. Terry's
family brought horses to Cannon Beach years ago. He and his wife Carmen
have grown Sea Ranch RV Resort to include Cabins, RVs, Campsites, Event
Lodge, Stables, Spa, Massage, Store & More. Wendy Shannon Richardson (56)
passed away suddenly Monday from an aneurysm. Wendy and her mother Dorie
opened Tis the Season upstairs in the Cannon Beach Mall building circa
1980. The store closed in 2004 and Wendy worked at the Seaside Chamber
before taking a job with the the paper. Both Wendy and Terry were very well
known in town and will be missed. A memorial for Terry will take place Jan
9 at 4pm at the Legion. Wendy's is yet to be announced.

2. JohnB: As conductor of the Cannon Beach Chorus and former educator in
music, we have great respect for John's opinion on music. His
recommendation for a new Christmas song is "Wrap This" by Gordon Goodwin's

11. JaneB: The Artist Grant was awarded to Drea Frost, who will be creating
a new body of work inspired by the coastal landscape and a particular
interest in good stewardship and ecology. The work will be made over this
coming year and will be exhibited at the Cannon Beach Gallery in 2017. The

Peirre Toutain-Dorbec's Exhibition "Humans" continues through January 4,
open 10am - 4pm Wednesday - Sunday (Closed Christmas Eve and Christmas
Day). It is a stunning retrospective of a 45 year career from his work as a
war photojournalist, and social commentator, through his travels in India,
to his current preoccupation with the American Road Trip. The link to his

The Cannon Beach Gallery has announced its 2016 program and is currently
seeking sponsors to support each exhibition. This sponsorship supports the
individual show, but also enables the Cannon Beach Arts Association to use
these funds as seed funding for further grant applications, ensuring the
quality of the shows and supporting activities and bringing more funding
into our community. Attached is a document outlining sponsor packages and a

12. The Boy Scouts will again this year take your Christmas tree when you
are done with it. They will be in Cannon Beach at the Columbia Bank parking
lot to pick up Christmas Trees, $5 for drop off and $8 for pick up.  This
will be on Saturday January 2nd and 3rd. Also Boy Scouts have a fundraiser
dinner on January 23rd at the Cannon Beach American Legion.  Will  be
Hawaiian food, tickets will be going on sale soon.  $12 per meal or 2 for
$20.  I will get you a flyer for this as well.

1. Pizza a Fetta and Bella Espresso were not open because employees could
not get here because of water on the road to Seaside. Thanks to Morris'
Fireside Restaurant for accommodating us in their banquet room.

2. JohnB: The Cannon Beach Chorus's Holiday Concerts on Fri Dec 4 at CB
Community Church and Sunday Dec 6  at Astoria Peace Lutheran were packed.

3. CourtC: Holiday wreath making had forty-seven a week ago, but with the
storm last Saturday, just 13. GeorgeV: Lamplighting on Saturday was wet &
windy, but well attending even so. People were huddled under the porches
trying to stay dry. Margo Dueber organized the event. Peter Dueber told the
story of the history. Bill Steidel blessed us with his song "Christmastime"
accompanied on guitar by Paul Dueber, Bobcat Rice and a couple ukuleles.
Margo Dueber and Cameron Gates sang. The lamp was lit by two 5th Graders
Kayle Synder and Nalu Iseley - a tradition started after we lost our
original and long time lamplighter Jay "The Kid" Schwehr. The Fire
Department delivered and ushered in Good Ol' Saint Nicolas. Find photos at

4. CourtC; The contract between the City and the Chamber is signed. See
item #16 from last week (below) for more info.

5. GeorgeV: City Council is working on a 2yr, 5yr, 10yr strategic plan. The
first step is a survey that will be going out to residents early next year.
The questions are from a national survey that has been used in cities and
towns across  the country. The council and city manager are reviewing the
questions to remove those that do not apply here and add any that would
apply here and not nationally. One challenge is that the experience of
living in Cannon Beach during July and August is quite different from most
other months. We also have the challenge of mail delivery by PO Box in that
residents who own businesses likely just have one box and have it in the
name of their business. The current thought is not to include businesses.

6. CourtC: A hot topic at the DMO (Destination Marketing Organization)
statewide meeting this past week was marijuana. The OLCC (OR Liquor Control
Comm) who is administering the the production and sale, is still adding
rules and regulations as they interpret and apply the state law. As
currently interpreted, smoking of marijuana is not allowed in public, but
is allowed in the private [kind of like nudity].

15. GeorgeV: While fighting the fire in Seaside on Sunday, Police Chief and
volunteer fire fighter Jason Schermerhorn tore his ACL and will be a few
weeks getting back on his feet. Get well Jason. And thanks for what you do
for us.

Chamber for the investment of 70% of the recently added 1% lodging tax.
Disbursements will be quarterly beginning approx February 15, 2016. State

7. CourtC/RJM: Our Oregon, a union-backed group, is moving forward on a
ballot measure to hike Oregon corporate taxes. They will pursue an
initiative that would target  the approx 1000 corporations reaching $25
million in annual sales.  Under the measure, those corporations would pay a
minimum tax of $30,000 a year, plus 2.5 percent of all sales above $25
million. Critics warn of the backlash of corporations who will leave or
avoid Oregon. Consumers will ultimately pay this tax as corporations work
it into their cost of doing business.

11. CourtC: The City Council meets in regular session at 7pm on Tues Dec 1.
Among other items, the agenda includes the contract with the Chamber for
the new Lodging Tax dollars. Still at issue is the term of the contract and
the cancellation clause. The Chamber wants a 3 year contract and the City
is proposing about 1.5 years. Either party can cancel the contract for any
reason with a 90 day notice. The Chamber wants to see "for any reason"
changed to "for just cause".

1. CourtC: Stormy Weather Arts Festival weekend was a good one. There was a
very good crowd at Friday's night's Art in Action event at the Surfsand
Ballroom, but it was not sold out. Those attending were fed and entertained
by music and eight artists who were demonstrating their art. Fifty-nine
silent auction items/packages were up for bidding. A portion of the
proceeds went toward scholarships for local children's art programs. Saturday
morning's fashion show at the Coaster Theatre entertained a near capacity
crowd. Five local clothiers paraded their stormy weather attire to music
and monologue. Saturday night's Lloyd Jones concert was a sellout.
Galleries reported a good weekend. WendyH: Ocean Lodge was full on Saturday
but not quite full on Friday. This seemed to be the same with other

2. KevanR: For next year's SWAF, let people know when buying tickets that
part of proceeds go to kid's art programs. LauraK: Get the word out early
through lodging and galleries. SusanB: Feature artists who have a lot to

1. GeorgeV: There was a public hearing and some discussion at last night's
City Council meeting about the future of marijuana in Cannon Beach.
Currently, because our business license ordinance requires compliance with
both State and Federal laws, a recreational marijuana dispensary could not
be licensed. This is being challenged in the courts in other jurisdictions.
State law does not permit a dispensary within 1000 feet of a school. Cities
have the option to add further restrictions, but can only outlaw it by
going to the voters. Cannon Beach voters passed Measure 91 by a 63 to 37
margin. Several people at the meeting spoke against licensing a dispensary
in Cannon Beach. One gentleman said he is exploring the possibility of
opening a dispensary here as a retirement business for his parents. His
father was the ranger at Ecola State Park and loves Cannon Beach and wants
to live here but needs an income. The Council opted to discuss the
marijuana issue further at the Work Session in December.

2. GeorgeV: There was as public hearing and discussion at last night's City
Council meeting on dune grading. An ordinance was being considered to stop
any grading currently not in the hopper until a study is completed and
incorporating into the comprehensive plan. City staff had projected this
would take 18 to 24 months. After a very long hearing and discussion, the
Council voted to not take action on this ordinance at this time. The City
will move forward as quickly as possible with the study.

3. JimP : Stormy Weather Arts Festival is here. It's not too late yet to
get tickets for both Friday's Art in Action and Saturday's Spotlight
