12. GeorgeV: Cannon Beach voter's legalized recreational marijuana by a 2-1
vote. The state has placed considerable restrictions and requirements on
retail outlets. By referendum, with sufficient signatures, our precinct
voters could put to a vote whether a retail outlet could be located in
Cannon Beach. The city could create ordinances with time, place and manner
restrictions that go beyond those already in place by the state. These
restrictions could only apply to the sale, not to the use. Even though
marijuana is now legal, it can not be smoked in public. Nor can it be
smoked in a retail marijuana store. A retail marijuana store must be a
standalone store and not part of another store. Because recreational
marijuana is still illegal under Federal law and banks are federally
insured, income from retail marijuana stores can not be deposited in
federally insured banks without the risk of confiscation. Likewise,
buildings with loans from banks federally insured cannot house retail
marijuana stores without those loans being pulled.  Because the Cannon
Beach Academy will be located in mid-town and the state has placed a 1000'
buffer on compulsory schools, almost all of mid-town would be off limits
for an outlet, but commercial zones in downtown and Tolovana Park would not
be off limits. Currently Astoria has 4 outlets, Seaside 3,  Manzanita 1 and
Rockaway 1.  Alaska, Washington, Oregon, Colorado and WA DC have legalized
recreational marijuana. Up to a dozen more states may be voting this year.

11. The Cannon Beach Gallery's Artist Grant was awarded to Drea Frost, who
will be creating a new body of work inspired by the coastal landscape and a
particular interest in good stewardship and ecology. The work will be made
over this coming year and will be exhibited at the Cannon Beach Gallery in

Peirre Toutain-Dorbec's Exhibition "Humans" continues through January 4,
open 10am - 4pm Wednesday - Sunday (Closed Christmas Eve and Christmas
Day). It is a stunning retrospective of a 45 year career from his work as a
war photojournalist, and social commentator, through his travels in India,

The Cannon Beach Gallery has announced its 2016 program and is currently
seeking sponsors to support each exhibition. This sponsorship supports the
individual show, but also enables the Cannon Beach Arts Association to use
these funds as seed funding for further grant applications, ensuring the
quality of the shows and supporting activities and bringing more funding

12. The Boy Scouts will again this year take your Christmas tree when you
are done with it. No flocked, tinseled or trees with any metal. They will
be in Cannon Beach at the Columbia Bank parking lot January 2 & 3 from
9am-4pm. And in Seaside at the Outlet Mall.  Suggested donation: $5 for
drop off and $8 for pick up (leave message at 503-717-9563). The trees
 will be used to make habitat for salmon in local rivers by the Necanicum
Watershed Council.
