opening being pushed back, both those groups have opted not to do food
booths on the beach during the June 11th Sandcastle Contest. Other groups

2. CourtC: Stormy Weather Arts Festival 2016. Ellen Whyte has been booked
for the concert on Friday Nov 4. Sunday's Fashion Show will include more

approx $180K of Tourism Development dollars from the recent 1% lodging tax
increase. The marketing committee is creating sector groups to get feedback

8. JasonS: Saturday is the final training day for the current class of CERT
(Citizen Emergency Response Team). Volunteers are needed starting at 730am

18. The recall of 3 members of the Fire Board was defeated. The volunteer
board remains intact.
19. GeorgeV: At last night's meeting, the City Council turned down
Ordinance 16-01, which would have banned all marijuana sales in Cannon
Beach. Voters can still put this on the November ballot by initiative.
Council passed a 3% tax on marijuana. This will be on the November ballot.
Council will now begin to consider time, place and manner restrictions.

Friday dinner this year. The Sandcastle Contest will be Saturday with final
judging and awards around 130p. To preserve the Sandcastles longer, the
ropes will be left up as long as possible to discourage people from
destroying the hours of work that went into the sculpting. A tent will be
left up on the beach for food, music (Thistle & Rose) bonfire and s'mores.

17. GeorgeV via Kim Villeneuve: On February 20 2016 Harold VanWinkle
suffered a stroke at the age of 64, just 7 months before qualifying for
Medicare. Sadly, he was just a few years from retirement. The stroke left
Harold paralyzed on his left side and unable to care for himself, with many
months of physical therapy ahead. Harold incurred over $200,000 in expenses
that will not be covered by health insurance; the family has been
devastated by these events. They say “It takes a Village,” so we, as

19. GeorgeV: Tuesday April 5th at 7pm at city hall is the Council meeting
at which the Council will vote on Ordinance 16-01, for the purpose of
banning all marijuana sales in Cannon Beach. If passed, it would have to go
to the voters for approval. If not passed, the door would be open for the
voters to put it on the ballot themselves. Additionally, the Council has

9. GeorgeV: Netflix has a documentary called "The Culture High". To
become better informed about drugs, both legal and not, watch this
documentary. At the next regular City Council Meeting - April 5 - the
Council will vote on whether to refer to the voters the decision to
not allow retail recreational marijuana to be sold in Cannon Beach.
Only the voters can make this decision. If the Council chooses not to
refer it to the voters, the voters can by initiative put it on the
November ballot themselves. The Council has authority to set Time,
Place and Manner restrictions, but not to disallow it. Local voters
passed legalization by a 2-1 margin. Marijuana, like alcohol, is under
the jurisdiction of the OLCC. Retail marijuana stores must be
standalone stores and not within 1000 ft of a state mandated school or
within a certain distance of another retail marijuana store. Using
marijuana is not permitted within the store or in public. Disallowing
or placing restrictions on marijuana sales would be the first time a
type of business would be regulated by the city. Currently alcohol
sales are regulated by the state, not the city. City ordinances apply
to all businesses.

the same, the board and director of the Cannon Beach Children's Center has
decided to close their doors at the end of April. The Center has been
losing $5400 per month in spite of the City's $5250 per month subsidy.

State Legislature has increased the State lodging tax by 0.8% to 1.8%. Some
of this increase will go toward preparing for an International track and
field event to be held in Eugene. Some will end up promoted the Oregon
Coast.
8. CourtC: 3 of the nine Chamber board members will be up for election in
June. Steve Sinkler, Christen Allsop and George Vetter will be stepping

be up for election in November. Melissa Cadwallader and Wendy Higgins have

9. GeorgeV: At the next regular City Council Meeting - April 5 - the
Council will vote on whether to refer to the voters the decision to
not allow retail recreational marijuana to be sold in Cannon Beach.
Only the voters can make this decision. If the Council chooses not to
refer it to the voters, the voters can by initiative put it on the
November ballot themselves. The Council has authority to set Time,
Place and Manner restrictions, but not to disallow it. Local voters
passed legalization by a 2-1 margin. Marijuana, like alcohol, is under
the jurisdiction of the OLCC. Retail marijuana stores must be
standalone stores and not within 1000 ft of a state mandated school or
within a certain distance of another retail marijuana store. Using
marijuana is not permitted within the store or in public. Disallowing
or placing restrictions on marijuana sales would be the first time a
type of business would be regulated by the city. Currently alcohol
sales are regulated by the state, not the city. City ordinances apply
to all businesses.

11. JasonS: Seaside American Legion presents a one-time, multi-band, epic
8-hour benefit for fallen Sgt Jason Goodding's family. Seaside Convention
Ctr Saturday March 26 starting at 2pm. $20 suggested donation tickets at
Seaside American Legion, US Bank, and other businesses. And at the door.
12. GeorgeV: Thursday April 7 at 830am and again at 530pm - BUSINESS
CONTINUITY AND EMERGENCY PREPAREDNESS - No business is immune from the
effects of an emergency situation and every business should have a plan of
action that is commensurate with their needs. This forum will focus on the
importance of preparing your business, your employees, and protecting your
assets in the event of a disaster.
