1. KevanR: The Chamber is working with the Oregon Coast Visitors Assn
(OCVA) on an art trail leading visitors along the entire Oregon Coast.

3. AmyM: The Cannon Beach Academy was able to get the city to give them a
year lease for $1, but now has just 4 weeks and $75,000 for Coaster
Construction to remodel the old Children's Center and prepare it for
Kindergarten, 1st and 2nd Grades. Volunteers will be needed for work
parties along the way. Times are yet to be determined. Please contact

art for the walls. Donations will be greatly appreciated.
4. New at today's meeting: Robert Wayne, M.D., FACS besides being known
for surgery at Astoria Hospital, is known for riding his horse Sensational
around town. He has been asked by the North Coast Land Conservancy to
portray Oswald West on horseback in September for their Walk down the
Coast. He is a volunteer member of the local Medical Reserve Corps (MRC)
along with 20 some other medically trained people. The MRC is called into
action in the event of an emergency along with the Citizens Emergency
Response Team (CERT). For MRC info, contact Lila Wickham

Dr Wayne has been a resident of the North Oregon Coast for 32 years, He has
developed a wide range of expertise in most surgical disciplines with extra
emphasis on intestinal surgery, breast surgery and trauma. He was certified
by the American Board of Surgery in 1977 and re-certified in 1984, 1994,
and 2004. He has a particular interest in endoscopy (both lower and upper)
and laparoscopic gallbladder surgery. See

5. Also new at today's meeting: Kari Henningsgaard, Communication
Coordinator and Pooka Rice, Outreach Coordinator of The Haystack Rock
Awareness Program (HRAP). The public is invited to a potluck Saturday at
530 pm at City Hall.
6. KariH/PookaR: HRAP Report. Ninety percent of our sea stars (starfish)
have been lost to sea star wasting - a disease that has gone on for several
years. This has also been a very bad year for birds. Only 12 puffins were
counted at Haystack Rock this year compared to 55 last year. And now a
hundred or so Common Murres have died and are on the beach. One speculation
is that the water is warmer this year which drives the food supply deeper
resulting in mal-nutrition and starvation in some birds. On the positive
side, two pairs of oyster catchers have 3 chicks between them and are doing
well.
7. GeorgeV: Always a hot topic in Cannon Beach - Parking - was discussed at
Monday's City Council Meeting. The standing-room-only crowd at City Hall
took turns voicing their opinions on the subject after Brian Davis, Director
of Lancaster Street Lab reported on the study he conducted during Oregon
Spring Break on Friday March 31, and WA Spring Break on Saturday April 15.
His observation was that Hemlock and 2nd Streets filled first and those
cars stayed longer that those on other streets and city lots. He saw many
early parkers on Hemlock Street pull lawn chairs from their cars and head
to the beach. Others appeared to be employees going to work. His
recommendation was for two hour parking on Hemlock and Second Streets. Many
ideas came from the crowd. There was general agreement that employees
should not park on Hemlock or Second, and that the Shuttle should be better
promoted, used and scheduled for employees and visitors. Many people did
not like the idea of more signs. Brian said that painted/marked curbs was a
viable alternative. Many questioned whether Brian's study was valid for
Cannon Beach to which he answered by saying that indeed it was. He said
that study after study in towns of all sizes and locations have shown that
two hours is the ideal time for people to do their shopping - saying that
the return on 3-hour shopping was not nearly as good.

on Hemlock Street in downtown Cannon Beach from 815am to 830pm (except

1. GeorgeV: George shared on the big screen photos of some of this year's
sandcastles and how they survived the tides and the people. Once the ropes
were down, the city's Information Officers (who ride around in yellow on
bikes) with the help of sandwich board signs informed people that we were
saving the sculptures. When high tide came at 7pm, Kyler Vetter took on the
task by himself. (Not a one-person job! Sunset was at 915p). The 6.5' Ht
tide was 1' higher than the one the sculptures were built on. It did it's
share of damage, but just to a foot or so high where it reached. Some upper
parts collapsed, but overall, the works of art were still very appreciable
by people who continued to be drawn toward them. The next high tide was
5.2' at 7am so barely reached the sculptures, but the kids did. Photos show
that detail was still visible at a foot or two where they they had not been
trampled. Photos can be seen dispersed thru the Bonfire and the Run Run -

June 9th event is after a morning 5.2' tide followed by a 7.2' that night.)

5. GeorgeV: 4th of July in Cannon Beach is the best. So many happy people!

After my time lapse experiment on Sandcastle, I decided to do one on the
4th. This time I strapped my back-up camera early to a pole at Ecola Square
and set it to shoot every 20 seconds. I delayed it to start at the time I
estimated the parade would reach that point while I shot the parade coming
down the hill on Spruce, then rode with the CERTS (Citizen Emergency
Response Team) and shot the cheering, colorful crowd. My delay was not
accurate and I missed the first 5 entries. The time lapse went from 1130am
to 330pm. After 788 images, the memory card was full. A one-minute video of

10. JasonS/GeorgeV: For the first time in Cannon Beach Sandcastle Contest
history, master plots will be saved overnight for Sunday visitors to enjoy.
No glue or anything of the sort is used in our contest. The tide will wash
away the detail at the bottom as far as it reaches and the drying of the
sand by sun and wind will soften detail above the tide line, but Sunday
visitors will still be able to appreciate these works of art in sand.
11. Sunday if Father's Day. Several other people across the nation had
similar ideas throughout the years, but Mrs. Sonora Smart Dodd is credited
for being the one to popularize Father's Day, starting events that led to
it becoming a U.S. national holiday. Her story began as she sat listening
to a Mother’s Day sermon in 1909. Mrs. Dodd thought that it might be nice
to honor fathers as well. Her father, William Smart, had raised his SIX
children alone on his farm in Washington after his wife died giving birth
to their sixth child.
Mrs. Dodd proposed to the Spokane Ministerial Association and the YMCA that
they celebrate a “father’s day.” She chose the 5th of June because it was
her father’s birthday.

were approved for 13 event ideas by 9 non-profit organizations to the tune
of more than $277K. $83K was held in reserve.

17. GeorgeV: Council has decided to hold off on beginning 3-Hour parking
downtown. It will once again be on the agenda at the July 10 City Council
Meeting. Because the first Tuesday is the 4th of July, the July meeting has
been moved to Monday July 10th. Contrary to what I said in my letter,
3-Hour parking would begin at 8am, not 9am. I have corrected it in a copy
of my letter here.

First off, my apologies for not getting this information to you sooner. My
bad.
There has been concern expressed and some mis-information about 3-hour
timed parking between 8am and 6pm downtown on Hemlock Street, and on 1st,
2nd and 3rd Streets between Hemlock and Spruce. To put things in
perspective, yesterday (Fri Jun 9), I spent the day walking, measuring and
counting all the parking within a 5-minute walk of the corner of Morris's
Fireside at Hemlock and 2nd. I counted space for 835 cars the size of my
Dodge Grand Caravan. Additionally, there are 16 RV spaces, 10 2-hour
Park-Use spaces, 17 10-minute spaces, and several loading zones. This does
not include the Pig lot, the Church Lot, the Presidential Streets or
Midtown. Of these 835 spaces (all within a 5 minute walk), 100 spaces would
be affected by the 3-hour timed parking plan. Not affected would be 735
spaces on the streets, in the city lots, and in private lots (220 of which
20 are marked Reserved).
Someone said that Seaside had tried time-limit parking but it didn't work.
I inquired of Al Harwood, Seaside Project Engineer for 27 years, who was
not aware of this. [I later learned from Seaside Police Chief Dave Ham that
they do have 3-hour parking in their downtown and have had it since before
he arrived on the job 20 years ago. He said it is working for them.]
Someone said they heard there were going to be 93 signs put up. Not so. 20
total signs are planned to spread over both sides of 5 stretches of
streets.
Some have suggested an alternative would be to mark the spaces so one car
will not take the space of two. Yesterday I paced off my minivan - 7 paces.
I also paced off a Smartcar - 3 paces. And an extended cab pickup - 8.5
paces. When you go marking spaces, you have to mark for the largest car you
are going to allow. Except in an expanse where just two cars would fit, the
average number of cars using unmarked parking will exceed marked parking -
because cars vary so much in size. That information was from research by
former city planner Rainmar Bartl.
Hemlock Street downtown is the first street in town to fill with parking.
Many of those cars are employees, some are beach goers - most often parked
there for 8 hours or more. Most everything in town is open by 10am. At
that hour there is ample parking. A space on Hemlock that is not taken for
the day will turn over many times by people who don't need more than three
hours to accomplish eating, shopping, etc. Those people are likely to visit
various shops, eateries and services, not just the one next to the parking
space. The people needing more than three hours have 735 possible options
within a 5-minute walk. What this parking experiment is intended to
accomplish is to create convenient parking for a much greater number of
people - which should translate into more $ in the cash registers of
downtown businesses. Keep in mind, this plan has benefits even on days
(especially rainy days) when the town is not so crowded. It does not solve
the problem of more cars in town than parking spaces available. If after
this experiment, it is felt that the benefits do not outweigh the costs, we
can go back knowing that at least we tried.
The greater challenge for Cannon Beach businesses is filling parking on the
250 days or so when we have more parking than cars to fill it. Yesterday
was Friday June 9th. About half of the available parking was empty. Today,
Saturday June 10th, parking is far from full.

City Manager from July 1 thru Oct 31 while a new city manager is recruited.
11. PhilS: The Cannon Beach Academy received approval last night by the
Cannon Beach City Council to move forward in their endeavor to open for
classes this fall in the old Cannon Beach Childrens Center. A lease will
be negotiated with the the City Manager as the Academy appears before the
Planning Commission later this month.
12. Amy Moore: Amy has been named as the first director of the Cannon Beach
Academy. Amy has been a special education teacher for over 10 years. She
earned a Bachelor’s of Arts and Master’s of Arts in Special Education at
Portland State University. She has worked with students who have mild to
moderate learning differences in academic and life skills areas, in both
public and private schools. She is currently working on her school
administration license at the University of Portland and will finish in

15. The 50th Anniversary of the Oregon Beach Bill will be celebrated in
Cannon Beach on 5/13. Governor Brown will not be in attendance as
previously planned. Tad McCall, son of former Governor Tom McCall will be.
Cannon Beach will kick-off Oregon’s celebration of the 50th anniversary of
the signing of the Beach Bill on May 13 with a series of events and
activities including the creation of a sandcastle more than six-feet tall.
The Beach Bill was the landmark legislation passed by the Oregon
Legislature in 1967 assuring that all of Oregon’s beaches would remain

3. New at today's meeting: Arial Wolf grew up in Finley ND near the Red
River. Went to school in Minnesota and received a BA in Environmental
Studies with a minor in Political Science and Philosophy. Did research in
MN with fresh water ecology and birds. Got a job with HRAP about 9 years
ago and eventually became their volunteer Coordinator and Marine Educator.
Now lives in the Manzanita area and more recently has studied yoga. Has a
4yr old son. Appreciates being in Cannon Beach periodically and is very
grateful to be working with Aria Walker at the Cannon Beach Acupuncture &

5. MelodieC: Saturday was the first joint drill of our CERT (Citizen
Emergency Response Team) and our MRC (Medical Reserve Corps). "Tornado"
victims with very real looking injuries were rescued and triaged
(evaluated) by CERTs before MRCs moved in to address those tagged red for
immediate attention. Melodie gave a shout-out to CERT leader Paula Vetter
for the wonderful job she does. CERT and MRC are both volunteer groups
serving under our Police Department. Both groups are actively seeking new

public input sessions, the Parks and Trails Master Plan was completed and
adopted last night by the City Council. The 88-page document includes

12. "Barefoot in the Park" opens Friday May 5th at Coaster Theatre.
"Barefoot in the Park" is a romantic comedy about a pair of newlyweds,
Corie and Paul, as they begin married life in a tiny, 5th-floor walkup

13. Kids Summer Camp at Coaster Theatre runs July 31 - Aug 11. $250 for
kids 8 and up. The Coaster Theatre Playhouse holds 2-3 Kidz camps each
year. Each camp focuses on three common aspects of theatre arts: acting,
singing and dancing. In addition to improving confidence and creativity,
campers are exposed to teamwork, respect and unlimited imagination while

at the Wayfarer Restaurant. The speaker will be Ryan Snyder, the current
chair of the Oregon Tourism Commission and president of our own Martin

18. A bond issue in May will be looking for $1.9M to move the office and
landing area for Life Flight to an area of the airport that will save up to
