3. New at Today's Meeting: Aaron Harris - manager at Ecola Creek Lodge (

Bible School at the Cannon Beach Conference Center and fell in love with
Cannon Beach. His wife, Jessica, works at Sesame and Lilly and the two of
them are thespians at Coaster Theater. They, and their good friend, make up
the entire cast of "Fit to Kill" (see #2 above). Jessica plays his mistress
and their friend plays his wife (story behind the story). Before settling
in Cannon Beach, Aaron was a full time fire fighter outside Las Vegas.
4. The Coastal Community Festival is planned for Sat Apr 21 at the Chamber
and at Sundance Lodge within Sea Ranch RV Park. Poster and flyer artwork is
a Bill Steidel original. The Festival is an all day free family-friendly
event sponsored by the City of Cannon Beach that celebrates our coastal
community. It’s a fun and exciting day for the whole family with music,
arts and crafts, a safety fair, and food. The Festival is a fantastic
opportunity for vendors, artists, traders, and other organizations to sell

6. GregS: At last night's City Council meeting, Greg asked the Council to
revisit parking, especially in the downtown. He has been looking into how
other like communities are dealing with similar situations. He learned of a
pilot project where people pay for parking with their phone and get
reminders when it is time to leave or pay more. He also suggested that the
city have a parking app that would direct people to parking and/or a front
and center page/link on the City and Chamber websites with parking info.
7. GeorgeV: Greg Swedenborg (Waves Motel, Chamber Board President) has been
appointed to the 7-member Tourism and Arts Commission. The Commission
evaluates requests from non-profits for events intended to promote art and
put heads in beds with dollars from the lodging tax. Their recommendations
go to the City Council for approval.
8. GeorgeV via CERT Leader Paula Vetter: If you are available, would you
help our CERT recruits graduate by playing the part of a victim? March 17
from 8am to 1230pm at the Arch Cape Fire Station. Your help would be
greatly appreciated as it brings a realism to the drill that we can’t
provide without you. You’re welcome to bring family, friends, and
co-workers, just give me a count when you rsvp. This is a great service to
your community. The most important thing to bring (read wear) is OLD
clothing. Moulage makeup can stain - esp the fake blood. If you have torn
pants or shirt, please wear them. Regardless of weather, please wear closed
toe shoes. We will provide coffee, and various snacks. This is a great
chance to learn what CERT is all about and to make your contribution to

12. JasonS: Cody Dietel has become the 8th police officer in the Cannon
Beach Police Department. Two admins round out the department. CERT
(Community Emergency Response Team) and MRC (Medical Reserve Corps) are
under the Police Department. These are volunteers trained for emergencies
when called upon by the Police Department. In 2017, the Police Dept
received 4800 phone calls and had 2400 walk-ins. Community outreach
included National Night Out, Burger with a Cop, Tip a Cop and Shop with a
Cop. The Department was called into service 2900 times and were required to
use force 14 times.

the West Coast. Because a wave did not materialize, a Tsunami Warning was
not given. A Warning would have meant imminent danger and necessitated

5. GeorgeV: The Council met with the Tourism and Arts Commission last night at
the Work Session to discuss the effectiveness of the Commissions
distribution of its portion of 1% of the lodging tax. The Commission was
formed in 2010. Council requested that particular attention and preference
go toward events that involve the Arts. And that priority be given to
events with the highest Return On Investment. Discussion included the idea
of continuing to add to a reserve for temporary shortfalls or for an event
center down the road.

with citizens the needed improvements to our water and sewer systems -
including Structural improvements to main reservoir, Structural
improvements to Tolovana reservoir, Inadequate fire hydrant spacing,
Replacing old water pipe, Redundant lines to provide service when other
system failures occur (single line between main and Tolovana reservoirs),
Data collection and management, Upgrade meters.

3. GeorgeV: A comprehensive survey of citizens a little over a year ago
revealed that parking is one the main things that people would like to see
addressed by the City. (Same thing in the 2017 survey just compiled) Last
year during Spring Break, the City contracted with Lancaster StreetLab to
do a downtown parking study. The results of that study were shared at a
City Council meeting on July 10, 2017. After testimony from downtown
business owners with complaints of not being involved in the process,
council opted to table timed parking till after the summer season. The
study presentation slides can be viewed as a pdf at

/CBPResentation071017.pptx. Basically the study revealed that Hemlock
street fills up first and cars stay there longest. According to Lancaster
Streetlab, 85% of shopping is done in the the first two hours. They
observed cars parking on Hemlock and pulling their lawn chairs out and
heading to the beach. They also observed employees parking there for the
day. They recommended 2-hour timed parking on the two downtown blocks of
Hemlock and the two downtown blocks of 2nd Street. They called these the
Crossroads. Here is transcript from some of the questions following the

Question: Brian, what we heard from several people who just spoke is that
this study is not relevant to Cannon Beach. What is your response to that?
BrianD: Parking works the same everywhere. I don’t know why people would
argue that it is irrelevant here.
Question: Do you feel that you stand alone with that opinion or is that the
standard in your industry?
BrianD: Every single parking study that I have ever been aware of, from
towns smaller than this one and ones bigger than Portland, have very
similar methodology - from an ODOT manual from around 2000. The methodology
is supposed to apply statewide. In terms of some of the conclusions I’m
drawing, I’m thinking in terms of my experience. When the average
Portlander comes down to the coast, for instance, I had a co-worker who was
here a couple weekends ago who wanted to stop for lunch in Cannon Beach,
but ended up having lunch in Manzanita because there was no parking on
Hemlock in Cannon Beach. I don’t know how common that is. I had my
honeymoon here. I take my work to do right by the town very seriously so as
I do this parking study for Cannon Beach, I go looking at local conditions
one parking space at a time, but I’m also thinking - what do they do in
Newport where it is a very similar dynamic. I’m also working on a parking
plan for Newport. I think Nye Beach in particualr has a lot in common to
Cannon Beach. I came up with a lot of the same conclusions there. It looks
like we’re looking at metered parking there. When parking is so full that
stuff stops working, that’s when you have to do something - whether it’s
more parking spaces, timed parking or metering. When I was here on a
Saturday on Spring Break and when I look at that data I’m thinking its not
as busy as it will be in July, that leads me to believe that there is
unrecognized economic opportunity here. If parking is not full, then there
is not a problem. If it is, then you have to look at your options. Adding
more parking is a last step in that the next space you build will be the
worst space. I look at Cannon Beach, the methodology is the same whether
you are looking at a small town or a big city, a college campus or whatever
- the management opportunity here jumps out as a good one with return on
investment. Folks are worried about inconveniencing a lot of people, but
we’re only inconveniencing you. Parking is not your only problem, a one-way
grid and converting some RV spaces could help a bit.
Question: If this was your town and it was your decision, what would you
do?
BrianD: You don’t want to ask me that! (laughter) A lot of what people are
worried about is reputation and visual clutter, those aren’t good reasons
to not do anything. If you don’t want to inconvenience 7.5% you don’t have
to do the visual clutter. The common thing in the world with parking
tickets is people saying I don’t want to write a ticket because that
customer will never come back. Every single town of Cannon Beach’s size in
the entire country that has this problem is trying things. There is a
tourist town in the Carolinas that puts happy faces on their tickets with
apologies. I too think the signs would be ugly. You can mark the space or
the curb. You don’t have to enforce it, but it may not do much good.
Question: What time limit would you put on?
BrianD: I would put a two-hour limit if you are just looking at timed
parking. When you look at the graph, research says spending habits fall off
after that. 85% or more of shopping happens at 2 hours and below. Only 7.5%
is done at 3 hours and above.
Question: Is it your opinion that painting the curb is effective?
BrianD: Yes, if it is enforced.

Beach? JimP: The Chamber is communicating with the City about replacement of
the missing sign at the south entrance and the existing one at the north
entrance. The first step is to get artists' concepts. The new branding that
was just completed for Cannon Beach could be incorporated into the

Festival which will take place Apr 20-22. ChrisO: The weekend will include
a bonfire on Friday night, and a Saturday bike run on the beach at low tide
from Cannon Beach to Arch Cape and back. The Yoga Festival will not take
place this year as organizers plan for a 2019 event.

14. GeorgeV: AirBnB approached the City and offered to enter into a
contract whereby they would collect lodging taxes and remit to the City in
exchange for being immune from audits except for once in 4 years and then
to only look at a 12 month period. They would not share who their clients
were but would send a lump sum for all their Cannon Beach clients.
Currently they do not collect or pay the lodging tax, so Cannon Beach
clients need to build the tax into the prices they charge on AirBnB as they
are liable for the tax. For now, the City will not sign the contract.

1. JohnB: Practice for the new concert season for Cannon Beach Chorus begins
Monday January 8th at 630pm at the Community Church (now the Community
Covenant Church). New voices are welcome. This is the 30th Anniversary
year. The next concert will feature all American music and will premier a
new piece being written by a composer from Twin Falls ID. See

2. GeorgeV: A recent column in the Gazette by Cannon Beach resident John
Huismann suggested that instead of raising water/sewer rates for everyone,
that they be raised for hotels and vacation rentals. Or, stop spending
lodging tax dollars on advertising and instead fund essential services like
sewer and water. GregS: State law stipulates how lodging tax dollars can be
spent and the dollars currently spent on advertising can not be used for
essential services. MaryK: it may be true that the system required to
supply water for residents and visitors is more complex and therefore
expensive than what would be necessary for just residents, but isn't that
to the benefit of residents who are able to benefit from a system that
would not be affordable without visitors dollars. GregS: How about the idea
of a non-usage fee on homes that sit empty, but still require that plenty
of water be available when owners or guests show up. And/or a food/beverage
tax where water consumption is high.
3. KevanR: "Cannon Beach Eats" is a culinary festival that will take place
in May. The Chamber has received $25K from the County (part of lodging
taxes collected in Arch Cape) to fund this event. An event coordinator will
be contracted. More details to follow.
4. GregS: A lot of money is being left on the table because we do not have
a sales tax. People are used to paying it. GeorgeV: The downside of Oregon
adding a sales tax is that we would have to create a second bureaucracy (we
already have one collecting income tax). One of the reasons some people
come to Oregon and the reason they spend as much as they do is because we
don't have a sales tax. [5 states do not have a sales tax - OR, AL, DE, MT,
NH] BobNer: Some Canadian visitors find the exchange rate
palatable because there is no sales tax.
5. SheriR: Boy Scout Troup 642 and Necanicum Watershed Council are taking
Christmas trees for the Coho Salmon habitat on small donations. Jan 6 & 7
from 9-4pm in Cannon Beach at Columbia Bank and in Seaside at the Outlet
