1. GeorgeV: The State of Oregon Broadband Office is asking for input.

2.: ChrisO: The Cannon Beach Cafe (next to Cannon Beach Hotel) is closing.
3. ChrisO: The 2019 Summer Season was good for lodging but mixed for retail
(some good, some not so good). The Visitor Center traffic was similar to
last year, but the website traffic was up nicely.
4. GregS: Newmans at 988 Restaurant is for sale.
5. GregS: Rochelle M will be opening a second location on Hemlock St in the
old Cookie Co/Cheri's Cafe building. This store will be a mercantile store.
6. GregS: Fire Chief Matt Benedict has retired and the Fire District is
looking for a new Chief.
7. GregS: With volunteerism down, a tax freeze and mandated need for
equipment upgrades, the Cannon Beach Volunteer Fire Department is in search
of funding. The recently approached the City.
8. GregS: The idea of requiring horses to wear diapers while in Cannon
Beach has been sent to the Parks Committee by the City Council. There was
little to no support for the idea at the recent City Council meeting.
9. GregS: Water rates have been the topic of discussion for some time now
at City Hall. GeorgeV: Excerpt from Dec 2017 WMM - "Much of last night's
City Council Work Session [and today's WMM] was taken up by discussion of
the cost of delivering water, disposing of waste water and drainage. A
study by Civil West Engineering Services revealed needed upkeep and
improvements over a 20 year period. Rates here have been lower than our
neighbors for some time and in recent years have been subsidized by the
general fund (lodging tax, property tax, etc). To fulfill the
recommendations in the study, a large increase in rates is required.
Currently users with a 3/4" meter (most users) pay a base fee which
includes 400 Cubic Feet (approx 3000gal) for $17.94. Each 100 CF is $4.48.
The manner and pace of rate increases was debated. The Public Works
Advisory Board (Committee) recommended only going so far as to include 50%
of study recommendations and phase those increases in over 5 years - 16%,
7%, 7%, 6%, 7%. The Council consensus was to start off with the 16% and
then have our recently hired Public Works Director and just hired City
Manager take time to inform citizens, study further and look for possible
grants and matching funds. Questions raised (some last night, some today)
were: Should businesses pay a surtax since their customers (visitors)
create demand for a higher volume water system than would otherwise be
needed? Should lodging tax dollars be used to subsidize? Should there be a
tax on food purchased at restaurants? Is it prudent to only fund 50% of the
study's recommendations? Should second-home owners pay a surtax for the
privilege of owning an investment home here that is empty most of the time?"
10. The City has authorized the City Manager to investigate the purchase
of the abandoned Cannon Beach Elementary School buildings.
11. ChrisO: This months Business After Hours is tonight (Wed) at 5pm at the
Chamber. Featured Members: Cannon Beach Cottage Flowers, Cannon Beach
Property Management, Clatsop Distributing and White Cap Catering.
12. ChrisO: Lums is hosting a Cannon Beach, Seaside, Warrenton, Astoria
Business After Hours tomorrow (Thursday Nov 21) at 530pm.
13. GeorgeV: Wednesday Morning Meetings began over 10 years ago and
continue as a community forum open to all Cannon Beach residents,
businesses and friends to meet and share ideas and happenings. Some 250
people receive notes from these meeting. There has been a lull in
attendance as of late and I ask that everyone make an effort to breath new
life into this opportunity. I would hate to see it go away. By the way,
thanks again to James and Pizza a Fetta for hosting us.

-Stormy Weather was pretty variable, lots of day trippers coming out for
events
Erik O.: Hannah and Erik recently visited the Rio Grande Valley Birding
Festival in Harlingen, Texas and had collected donations for a “Cannon
Beach Experience Basket” for the silent auction and had an awesome response
from CB businesses. Birders attended from around the world and we had lots
of questions about Cannon Beach, Tufted Puffins, and our motel.
ChrisO.: Lodging Meeting at Haystack Gardens on 11/14 at 2:30pm
MaryBethC: CERT training just wrapped up with 22 participants;
meetings/trainings/drills will ramp up in 2020; another training will occur
in Spring
ChrisO.: Business After Hours will be next Wednesday at the Chamber at
5:00pm. It will be hosted by several Chamber Members that are either out
of town or do business out of the homes.
JimK.: Wendy from IceFire has moved to Tucson, Arizona and we all wish her
safe journeys and great adventures!
HannahO.: Friends of Haystack Rock hosted their first speaker for the
winter Library Lecture series on 11/13 at 7:00pm. It was a great talk by
Dr. Scott Pearson who provided insight into the conservation, population
status, etc. of Tufted Puffins
HannahO.: More birding news! The Pacific Seabird Group will be having their
annual meeting in Portland on February 12-15, 2020, more info can be found

travel industry folks are working to build a network of Beach and Trail
Ambassadors. We have one volunteer at Short Sand Beach each Saturday in
September and provided safety, stewardship, and wayfinding information to
visitors. In 2020, we hope to expand it highly visited areas and need help

- Martin North entered into a management agreement with Columbia
Hospitality to manage their 2 hotels and 3 restaurants. Press release at
www.columbiahospitality.com . Jerry introduced Denny Glosclaude who is
with Columbia Hospitality. He and his wife Jen will be moving to the area
to run the operations of the Martin North businesses. Existing Martin
North employees will become employees of Columbia Hospitality with
increased benefits, etc. Stephanie and Ryan still own the businesses, will
remain involved, focus on new farm and beer production business which are
not part of the new management agreement.
- Discussion of poor turnout at WMM for a while, brainstorm ways to get
things going.
- Discussion on city matters. Fire District starting talks w/ city
about funding needs and possible F&B (food and beverage) tax strategy,
might be 11/12 work session but agenda not published. Large turnout over
ordinance change regarding horse buckets. Water rate structure change
discussed at 11/5 meeting with no outcome. Recent decisions on STR and
Dune Grading.
- Discussion about Pot Shops. 1 open, Oregrown is going into former
Silver Moon but it has been almost 2 years vacant and interior is gutted to
the studs. Bahama Buds in former surf shop is not open but pending with
OLCC permits – surf shop side is open. Rumor of one thinking about
location near Surfcrest Market but no details just ‘heard around town’.
- Feedback from Stormy Weather Arts Fest weekend was very positive from
a handful of businesses. GregS. was interview by KPTV/Fox News on 11/5
about how the dry end of October/early November has had effect on
visitation and business.
- Cannon Beach Bakery won a industry award for ‘Sweetest Bakery in
Oregon’, national award went to a small shop in Vermont.

Note from Karen in Public Works at City Hall: Please let everyone know that
our municipal code was changed making it a misdemeanor with a fine of up to
$500 for feeding wild animals (bunnies, seagulls, elk, deer, etc)? It was
in the paper, and I'm working on some printed material that we will provide
to all the retailers, the chamber, the property management folks to help us
get the word out. For the first year, the police will issue warnings only
and then citations will be issued. We'll put posters up in the kiosk areas

Paula and I made a second home for ourselves in our Mt Bachelor Village

have been spending most of our time in Bend and have now decided to sell
our 5-bedroom, 2.5-story, ocean-view, Cannon Beach home of 24 years. Our
kids grew up there and we have accumulated the remnants of El Mundo's 3
retail stores and the George Vetter FotoArt gallery there. Our Bend condo
came furnished. Almost all our furniture, beds, desks, cabinets, tools,
toys, equipment, fixtures, junk, etc will need to find new homes. We will
spend periodic weekends the next 5 months sorting through our belongings. What
we don't take will be offered in a BIG estate sale (by local
estate liquidators - Larry & Kay Marshall) in Feb or March before we
prepare the house for market. We are keeping our downtown Cannon
Beach retail complex - Village Centre

Chris 0: Discussed dogs off leash in Cannon Beach. I advised them of the
city ordinance requirements: 6.04.020 Running at large prohibited.
A. It is unlawful for the owner, keeper or custodian of any dog to
permit any such dog to run at large upon any public street, highway or
public place, or upon private property owned by a person or persons other
than the owner, keeper or custodian of the dog, within the corporate limits
of the city, except the ocean shore, as defined in ORS Chapter 390.605.
B. It is unlawful for the owner, keeper or custodian of any dog to
permit any such dog to be upon the ocean shore except on a leash or under
voice or signal command on the ocean shore within the city limits of Cannon
Beach.
C. The chief of police, or any designated officer of the city, or
other designated officer or official are authorized to impound any dog
found running at large. (Ord. 02-13 § 1; Ord. 74-8 § 2; Ord. 71-9 § 2)

- Jim K.: 578 Corgis were registered for the Corgi Weekend events
- Greg S.: Are day tour companies out of Portland contributing to
Chamber of Commerce or registering as businesses with the city? They are
bringing tourism in to our city and cutting down on vehicle traffic.
- Jim K.: 80% of emergency services calls in CB relate to tourists
- Overall tourism numbers seem to be down for July. Streets do not seem
as busy. Daytrippers are staying later in the day.
- Greg S.: Sea Turtles Forever are partnering up with LUSH cosmetics to
do a weeklong beach clean-up and have already removed hundreds of pounds of
microplastics from the beach.
- Hannah O.: Is anyone aware of a Cannon Beach noise ordinance for
daytime activities? There is the quiet hours ordinances…
- Erik O.: The monthly bird walk is this Sunday at 9:00am starting from
the Settling Ponds. We walk around the ponds and possibly along Elk
Creek. Everyone is welcome!

- My 34 years with El Mundo and 10 with my photo gallery taught me
some things about survival and success in Cannon Beach. 1. An ounce of
energy in July and August produces as much as a pound in Dec - Feb. 2.
People like to buy from friendly people. 3. People will shop till 9pm in
Summer. 4. Shoplifters seize easy opportunities. They also feel invisible
if no one greets them. 5. Perceived value by the customer is
what you need
to be charging irregardless of what you paid. 6. Any day in Summer can be
the best day of the week, but Saturday's are the best bet. 6. Traffic
begins to fall off mid Aug as some schools begin. 7. Employees often take
the parking spaces that should be reserved for customers. 8. People flow

· Erik – Sunday Morning Bird Walk around the Settling Ponds was
well attended with 11 participants and 31 bird species seen

o Membership drive has started, there is an online system available for
payment
o New board is set with one new member and two people that are back for
another term
o Visitor center has been very busy

§ DEQ is investigating on outflow contamination
§ Transportation System to discuss buses
§ Port of Astoria spoke about cruise ships. In 2019, there were 21
ships. In 2020, there will be 30.
§ Short Term Rentals – ordinance review, 14-day vs. 2X/month license,

§ Foredune discussion – there will be public hearings soon
· Hannah O. – Tourism Studio Ambassador Program training will be
held Tuesday, July 23rd at 1-3pm at Nehalem Bay SP. If interested, please
contact Ben Cox (ben.cox at oregon.gov). This year, we will have volunteers
at Os West, but it is our hope to have volunteers up and down the coast at
trailheads and beach accesses to discuss safety, resource protection, and
area attractions.

4. GeorgeV: I have posted 180 photos from Saturday's 55th Annual Cannon
Beach Sandcastle Contest at

It was a perfect day for sand sculpting - not too wet, dry, sunny or windy.
The sculpting began at 930am. At noon I counted 400 cars on the beach as
some were leaving and more were coming. Thirty sculptures, including 7
Masters had to be completed by 230pm for final judging. Cars had to be off
the the beach at 3pm. A limit of 500 cars at one time were allowed.
Sandcastle Chair, Debbie Nelson (Your Cannon Beach Florist), her committee
and team of volunteers, Chamber Staff, Title Sponsor Coaster Construction,
CB Fire and the CB Police/CERT/MRC/DART all performed to perfection. So
many people had a wonderful day at the beach - for free - to remember and
share with friends and family. Mark your calendar now for Sandcastle 2020 -
June 13th - and let Debbie and John Nelson know how much you appreciate all
they do to keep this tradition alive. PS If you missed getting a
Sandcastle tee shirt, sweatshirt, cap or poster with the art of beloved
artist Bill Steidel, get to the Chamber soon before they're gone. Call

7. All: It's that time of year again when the need for workforce housing
becomes top-of-mind to Cannon Beach businesses and their customers. Some
businesses have to close a day or two a week because of the lack of help.
Could a joint effort between the businesses and the cities of Cannon Beach
and Seaside create workforce housing at the junction where vacationing
visitors wouldn't put so much pressure on prices?

9. GeorgeV: The Cannon Beach Academy's Benefit Auction and Concert at the

-TAC recommendations for grant applications have been put together for city
council to decide on
-There are many applications from the CB Chamber of Commerce, Cannon Beach
Gallery Group, Klotchy Creek Bike Trails, etc. for upcoming events and
projects
-TAC made a few recommendations for funds that did not have an application,
such as due diligence for the old CB elementary school and upgrading
electricity in the park stage
-Determinations will be made on July 2nd after these recommendations have
been presented and discussed
