MEETING NOTES

Wednesday Morning Meeting (round-table discussion, everyone welcome)

Date: 04Dec2019 8am
Location: Pizza a Fetta
Number in attendance: 6
Present:, ChrisO, EricO, HannahO, JerryM, JimK, GregS
Absent: Everybody else

Notes by Greg Swedenborg

ErikO: Fun Bird Fact – birds can’t process capsaicin (the chemical in chili
peppers that produces spice/heat), horseradish heat is different and thus
will burn the beak.

GregS: Information provided on 2 upcoming city meetings on 12/9 and 12/11
both at 5:30, both at City Hall. Topic is ‘*big ticket items*’ which are
the primary large initiatives on the city plate. The “Big Tickets” include:
City Hall/Police Station funding, The Utility Master Plan funding
(especially water supply resiliency), funding of the Cannon Beach
Elementary School purchase and development. Discussion among the
attendees ensued across all three topics. Primary message was to let
locals know about these meetings and to drive participation to enhance
community discussion. Meeting on 12/9 will be for staff to review and
explain project details, plans, etc.. Meeting on 12/11 will allow for
residents to provide input, feedback, etc.. Topics include plans,
projected costs, possible funding sources. If you can’t make the 12/9
meeting there is a fair amount of background information on the city
website - www.ci.cannon-beach.or.us.

ChrisO: Many Chamber events this weekend as part of Haystack Holidays and
other local events. Saturday 12/7 – wreath making at Community Hall
1-3PM. Lamp Lighting at Sandpiper Square at 4PM [The Cannon Beach Academy
will be participating in Lamplighting]. Holiday Tea at Library 1-4PM
(cookies, tea/coffee and quilt raffle). Providence Festival of Trees is in
Seaside at 5:30PM and Cannon Beach Chamber has a community tree submitted,
theme is ‘The Magic Season’

JerryM: Strong November and Holiday outlook in terms of
reservations/visitation. GregS and JimK agreed that November was strong
compared to historical for their respective businesses.

JerryM: Stephanie Inn doing half property shutdown for new windows/sliding
glass doors and siding phased in over next couple months. Surfsand just
did major TV, cable/internet upgrade delivering better technology to guest
experience. Public Coast was open for Thanksgiving for the first time and
was successful. There are limited dining options on Thanksgiving so having
another venue proved beneficial to visitors.

JimK: Getting ready to replace furnace (for making glass) for the 1st time
in 18 years. New will be installed this winter, great efficiencies with
new technology.

Tuesday, December 10th. 7:45-9:00 AM at Chamber Community Hall. Monthly
Chamber Breakfast Meeting, Basic Social Media Lesson with Seth Morrisey

Wednesday December 11 at 5:30pm at Coaster Theater is the annual winter
program for the Cannon Beach Academy.

Saturday Dec 14 1-4pm at the Chamber is Pictures with Santa. Proceeds go to

8. GregS: The idea of requiring horses to wear diapers while in Cannon
Beach has been sent to the Parks Committee by the City Council. There was
little to no support for the idea at the recent City Council meeting.

9. GregS: Water rates have been the topic of discussion for some time now
at City Hall. GeorgeV: Excerpt from Dec 2017 WMM - "Much of last night's
City Council Work Session [and today's WMM] was taken up by discussion of
the cost of delivering water, disposing of waste water and drainage. A
study by Civil West Engineering Services revealed needed upkeep and
improvements over a 20 year period. Rates here have been lower than our
neighbors for some time and in recent years have been subsidized by the
general fund (lodging tax, property tax, etc). To fulfill the
recommendations in the study, a large increase in rates is required.
Currently users with a 3/4" meter (most users) pay a base fee which
includes 400 Cubic Feet (approx 3000gal) for $17.94. Each 100 CF is $4.48.
The manner and pace of rate increases was debated. The Public Works
Advisory Board (Committee) recommended only going so far as to include 50%
of study recommendations and phase those increases in over 5 years - 16%,
7%, 7%, 6%, 7%. The Council consensus was to start off with the 16% and
then have our recently hired Public Works Director and just hired City
Manager take time to inform citizens, study further and look for possible
grants and matching funds. Questions raised (some last night, some today)
were: Should businesses pay a surtax since their customers (visitors)
create demand for a higher volume water system than would otherwise be
needed? Should lodging tax dollars be used to subsidize? Should there be a
tax on food purchased at restaurants? Is it prudent to only fund 50% of the
study's recommendations? Should second-home owners pay a surtax for the
privilege of owning an investment home here that is empty most of the time?"

10. The City has authorized the City Manager to investigate the purchase
of the abandoned Cannon Beach Elementary School buildings.

11. ChrisO: This months Business After Hours is tonight (Wed) at 5pm at the
Chamber. Featured Members: Cannon Beach Cottage Flowers, Cannon Beach
Property Management, Clatsop Distributing and White Cap Catering.

12. ChrisO: Lums is hosting a Cannon Beach, Seaside, Warrenton, Astoria
Business After Hours tomorrow (Thursday Nov 21) at 530pm.

13. GeorgeV: Wednesday Morning Meetings began over 10 years ago and
continue as a community forum open to all Cannon Beach residents,
businesses and friends to meet and share ideas and happenings. Some 250
people receive notes from these meeting. There has been a lull in

not part of the new management agreement.

   - Discussion of poor turnout at WMM for a while, brainstorm ways to get
   things going.

No one submitted notes from 04Sep2019 Wednesday Morning Meeting, but here
is the note I included in the reminder email

*Special Note from your's truly - George Vetter*. A little over a year ago,
Paula and I made a second home for ourselves in our Mt Bachelor Village
<http://mtbachelorvillage.com/> condo on the Deschutes River in Bend
<https://gvfa.smugmug.com/Places/Bend-OR/Winter2018-2019/>. Since then, we
have been spending most of our time in Bend and have now decided to sell
our 5-bedroom, 2.5-story, ocean-view, Cannon Beach home of 24 years. Our
kids grew up there and we have accumulated the remnants of El Mundo's 3
retail stores and the George Vetter FotoArt gallery there. Our Bend condo
came furnished. Almost all our furniture, beds, desks, cabinets, tools,
toys, equipment, fixtures, junk, etc will need to find new homes. We will
spend periodic weekends the next 5 months sorting through our belongings. What
we don't take will be offered in a BIG estate sale (by local
estate liquidators - Larry & Kay Marshall) in Feb or March before we
prepare the house for market. We are keeping our downtown Cannon
Beach retail complex - Village Centre
<https://gvfa.smugmug.com/Places/Village-Centre/InnAtVillageCentre/> - for
now. Village Centre's Inn at Village Centre
<http://www.cannon-beach.net/vcinn> will be available to us. Our love for
Cannon Beach and the special people we know there lives on. George

      - My 34 years with El Mundo and 10 with my photo gallery taught me
some things about survival and success in Cannon Beach. 1. An ounce of
energy in July and August produces as much as a pound in Dec - Feb. 2.
People like to buy from friendly people. 3. People will shop till 9pm in
Summer. 4. Shoplifters seize easy opportunities. They also feel invisible
if no one greets them. 5. Perceived value by the customer is
what you need
to be charging irregardless of what you paid. 6. Any day in Summer can be
the best day of the week, but Saturday's are the best bet. 6. Traffic
begins to fall off mid Aug as some schools begin. 7. Employees often take
the parking spaces that should be reserved for customers. 8. People flow
like water - seeking the easiest path with the least
obstructions. 9. Your
windows and doors are your best advertising. 10. Everybody loves praise.

4. GeorgeV: I have posted 180 photos from Saturday's 55th Annual Cannon
Beach Sandcastle Contest at
https://gvfa.smugmug.com/Events/Cannon-Beach-Sandcastle/Sandcastle-2019/.
It was a perfect day for sand sculpting - not too wet, dry, sunny or windy.
The sculpting began at 930am. At noon I counted 400 cars on the beach as
some were leaving and more were coming. Thirty sculptures, including 7
Masters had to be completed by 230pm for final judging. Cars had to be off
the the beach at 3pm. A limit of 500 cars at one time were allowed.
Sandcastle Chair, Debbie Nelson (Your Cannon Beach Florist), her committee
and team of volunteers, Chamber Staff, Title Sponsor Coaster Construction,
CB Fire and the CB Police/CERT/MRC/DART all performed to perfection. So
many people had a wonderful day at the beach - for free - to remember and
share with friends and family. Mark your calendar now for Sandcastle 2020 -
June 13th - and let Debbie and John Nelson know how much you appreciate all
they do to keep this tradition alive. PS If you missed getting a
Sandcastle tee shirt, sweatshirt, cap or poster with the art of beloved
artist Bill Steidel, get to the Chamber soon before they're gone. Call
503-436-2623 to reserve.

5. JimK: The Farmers Market kicked off yesterday and runs thru September
24th. Open from 1pm to 5pm, with music and prepared food and vendors. See

7. All: It's that time of year again when the need for workforce housing
becomes top-of-mind to Cannon Beach businesses and their customers. Some
businesses have to close a day or two a week because of the lack of help.
Could a joint effort between the businesses and the cities of Cannon Beach
and Seaside create workforce housing at the junction where vacationing
visitors wouldn't put so much pressure on prices?

8. GeorgeV: This Friday (June 14) is Flag Day. Bring out the Red, White &
Blue.

9. GeorgeV: The Cannon Beach Academy's Benefit Auction and Concert at the
Academy (3781 S Hemlock) is this Saturday June 15th from 6-9p. Adams and
Costello will be playing music and student artwork will be up for auction .
