Quick note: As always, Wednesday Morning Meetings (WMM) are freeform
without an agenda - anything and everything relating to the concerns of
residents and businesses can be discussed.

ErikO: Anyone who applied, but failed to receive money in the first go
round of PPP funding should not have to reapply to get money on the 2nd
round - which is before Congress now. GeorgeV: Any business who has
not already applied should go to their bank now to inquire.

JeneeP & ErikO: The application is extensive and took more than half a day
to complete.

BruceSD: The City Council met this week. 50% of the Lodging Tax due now for
the City's 3rd quarter will be deferred to July 15th. Anyone who already
has paid can defer in the next quarter. A Committee of three (Jim Paino,
Barb Knop and Carolyn Probst) was appointed to advise the Council on how to
use $302,000 as grants for Cannon Beach businesses. There will be an
application process that is intended to take no more than an hour to
complete. Cannon Beach remains closed to visitors until May 5 at which time
the Council will reconsider.

RickH: As Cannon Beach Emergency Manager, Rick gets daily updates from
County and State agencies. Cannon Beach will coordinate with neighboring
towns as we move toward reopening our towns. Guidelines for reopening will
be coming from Federal, State and County agencies and are being formulated
now. It is not clear now, but reopening may involve masks, barriers,
distancing, capacity, etc. A community log-in/call-in meeting will be set
up once there is information to share about reopening. There have been 2002
cases of Covid-19 in Oregon. 5% of those tested are positive. Clatsop
County has had 6 cases. There are no Covid-19 patients in the Seaside or
Astoria hospitals. The county just received 5000 test kits - 40,000 are
needed. The procedure once we are out of emergency mode will be 1. Test. 2.
Trace. 3. Isolate. The City website is be updated most everyday -

JasonS: It is important to give business owners time to prepare
their businesses for re-opening based on new safety requirements. That will
take place at the Community meeting mentioned above.

JimP: The Chamber received 60 responses from their survey for feedback to
the City. Many businesses are uncertain of going forward. Without
assistance and depending on how long they are closed down, some may not
come back. Or may fail once back if sales do not come back strong.

GregS: The Waves Motel's 60 units normally get about 20 cancellations a
month - but now are getting 5 to 6 times that number. No reservations are
being taken for any days in May before Memorial Day. They are getting about
5 reservations a day now for Summer.

GeorgeV: Bend City Council met last week and opted to continue to allow
visitors citing data showing that citizens, visitors and the lodging
industry have been acting responsibly and that further restrictions are not
necessary at this time. Golf courses are open where social distancing is
practiced. No one touches anything that has not been sterilized. All
reservations and transactions take place online or on the phone.

JimP: Sandcastle 2020 was set over a year ago for June 13th. The committee
is moving forward with plans for now but will re-evaluate on May 7th.
Alternate dates being considered are Aug15 and Sept 26 (mostly based on
tides).

RickH: It is impossible to predict now when an "all clear" will come. It is
too early. New data is coming in constantly.

New at today's meeting - Michele Fritzer. She and husband Dave own a lot in
Cannon Beach and plan to retire here. They have a couple businesses in
Hillsboro - Cleanway and Noble Investment Properties. Michele suggests that
people who have not attended an online meeting using Zoom before, go to
https://zoom.us now and sign up for free. Then when you get a notice and a
link to a meeting you will be ready to go. Zoom meetings can be accessed by
phone also.

JimP: The City Council met last night online via Zoom. There were 51
connections to the meeting. Council will meet again next week to decide on
1. Whether to defer the first quarter Transient Room Tax which is due now.
2. Use of $302K of Lodging Tax reserves to assist businesses suffering
financially as a result of circumstances outside their control and 3.
Whether to forgive part of current sewer and water charges. The town is
still closed to visitors into early May.

JimP: The City thru the Chamber is looking for feedback from the business
community. The Chamber sent out an email this morning; Please fill out the

KevinL from yesterday's Chamber Breakfast Meeting: Anyone who applied for a
government loan before March 30th and has not received a response need to
re-apply.

RickH: The Oregon virus curve is currently projected to peak on Apr 26th.

JimP: Our local banks can only loan money to the extent they have capital
to back those loans. Columbia Bank has reached their limit.

GeorgeV: Is the $302K the city has available to  assist businesses enough
to make much of a difference is spread among all businesses. A
one-size-fits-all approach does not seem appropriate. Small businesses are
much more likely to need assistance to stay afloat.

GregS: Besides the $302K the City has identified, there is also $400K the
City got from the County's Transient Lodging Tax. The Council has said it
is untouchable because it has been designated for purchase of the vacated
Elementary School property. Considering the gravity of having closed the
town to all visitors, this $400K should be included. It is frustrating that
nothing is being heard from the City.

EricO: From what is being posted on Cannon Beach Facebook pages, people
will come to Cannon Beach without encouragement once limitations are
lifted.

MaryBethC: Until we have testing, we need to be cautious. There just isn't
enough data yet.

KenP: Japan is experiencing a second wave of the virus.

RickH: A relapse (second wave) is expected in August. There have been 6
cases of COVID-19 in Clatsop County. There have been no admissions to
Clatsop County hospitals for COVID-19.  Both hospitals have testing
available. Cannon Beach is the only city in Oregon to ban visitors. By law
this ban must be evaluated every 10 days.

JimP: The local Food Bank has been hit hard and in need of donations.
Donations can be dropped at the the Chamber on Tuesdays.

GeorgeV: A "Neighbors Helping Neighbors" website to match up people who
need help with people who offer help has been set up by Amy Fowler at

GeorgeV: At tonight's Bend City Council meeting, a resolution to ban Short
Term Rentals failed to pass.

HannahO: We’ve been mostly doing maintenance at the Sea Breeze Court

JimP: We’ve been getting information to business owners about the Payroll
Protection Program and many inquiries.  There are options available online,
including forgiveness programs for those still employing and/or rehiring to
pre-COVID-19 levels.  Not sure about a timeframe as to how long the
employees must stay employed.  Updated information about the Coronavirus in
Cannon Beach can be found here:

Additionally, you can apply for both loan programs, if approved you don’t
have to use them, just can’t use both for the same thing.

GregS: 1099s should be counted, there is a worksheet calculator available
on the Columbia Bank site, it I a downloadable Excel Spreadsheet that can

HannahO: How is the city contacting lodging properties to inform them of
the resolutions?  It doesn’t seem that all properties are aware or abiding.

JimP: No solid answer was given at the city council meeting, Bruce said he
would double check how they are going about contacting properties.

JasonS: Letters were sent to the properties from the city to notify them of
the changes.  There have not been violators as far as they know, however
you can anonymously notify PD if you notice a violation.

GregS:  He’s reached out to some properties that seem unaware.  Currently,
Astoria lodging shut down through May 18th, Cannon Beach is currently
through April 30th.

GeorgeV: Have any tourists been cited for being in town.

JasonS: No citations have been given, all warnings have been compliant.  No
plans to close beaches.  Food pantry has had a large increase in demand,
please give donations.

GeorgeV: Why did Seaside close beaches?  Would that happen in Cannon Beach?

JasonS: Beaches are too attractive to tourists, sunny day and want to get
out of town.  Cabin fever getting people out.  Spatial distancing doesn’t
matter, it’s trying to keep visitors out because they overwhelm resources.

CindyB: Employees are laid off and Ecola Seafoods have been closed.
Getting regular calls wanting to know if they’re open and where to get food
in Cannon Beach.  Not open for take-out, however will sell fish to locals.
We want business and there has been plenty of calls about business, but
want to protect self and employees too.

JimP: Seattle and Portland tourists should not be coming right now, the
Chamber has been getting a lot of calls too.

JasonS: It’s a gray area, as long as numbers of people are down we should
be okay.  But we also need to let people know that town is closed.

GeorgeV: What resources are most important?

JasonS: Medical, police, fire, etc. these have been wound up dealing with
fights and alcohol recently.  People using resources from stores.

GeorgeV: However, if this was a normal time frame, more visitors would be
coming and using those resources due to spring break and holidays.  We’re
past hoarding of supplies into a new normal.

CindyB: Would the city consider opening up before Memorial Day?  That’s a
big date and a lot of business.

JimP: It’s the county department of public health, CDC that makes those
sorts of calls.  The city is taking direction from what they are saying.

George's Message 24Mar2020

Oregon restaurants, including Pizza a Fetta are restricted to carry-out
only at this point, therefore tomorrow's Wednesday Morning Meeting will not
take place.

Signs have been posted on 101 - see Mark Mekenes' photo from this mornings
surf report below. As this invasive virus takes its course, we all need to
keep are 6-foot separation and sanitize regularly. We also need to stay
mentally and physically fit and ready to return to life after Covid-19. We
all have projects at home that we never seem to have time to complete. No
excuses now! Great time to clean out and organize the attic, garage,
closet, etc. And how about the yard - it can probably use some TLC.

I used the past week to complete my scanning of nearly 2500 photos from
1986 - black and white negatives, color negs, slides, prints, etc. I
have now posted photos from 1970 thru 1986 at
https://gvfa.smugmug.com/LookingBack. I moved to Cannon Beach and opened El
Mundo in 1977. The store was 200 sq ft for $38/mo.

As for the Vetter Estate Sale, after being cancelled this past weekend, it
is on hold till such time that it is appropriate.

GregS: George Vetter Estate Sale is next week. George says: The George &
Paula Vetter Family Estate Sale at 3823 Pacific in Tolovana by the CB
Academy is just a week away. Local estate liquidators Larry and Kay
Marshall say this is their biggest yet. Everything on three floors and the
garage must go. Our children grew up here plus we have accumulated lots of
stuff from El Mundo's 3 retail stores and the George Vetter FotoArt
gallery. Our smaller Bend condo came furnished so almost all our furniture,
beds, desks, cabinets, tools, toys, games, equipment, fixtures,
cameras/photos, art, collections, etc will need to find new homes. There
are over 400 albums including lots of classical, over 100 videos including
kids Disney, over 100 music CDs, hundreds of books, several TV's & stands,
an 8-post king-size brass bed, closets of clothes, two bikes, a twin baby
jogger by Racing Strollers, CityBug Electric Scooter, golf clubs, bags,
balls, net, etc, etc, etc.  The Sale is advertised as starting Thursday
(Mar 19), but Wednesday (Mar 18) from 3-6pm is Invitation-Only. You are

the what you will find on Wednesday will be added this weekend.

HannahO: We’ve had a few coronavirus cancellations and other such concerns.
Multnomah county has had their first case.

HannahO: Also, our trip to Israel has been cancelled due to travel
restrictions.

MarcR: Homeless camps (like in Portland) are likely hotspots for disease
transmission.  Met with the new beach ranger, Eric, who is ready to tackle
illegal beach fires with warnings and (if that doesn’t work) $400
citations.  Marc and Eric are working together to create educational flyers
for hotels about beach fires.  Recently the fire department went to Ecola
State Park to do a rope drill and the road is completely gone and there
doesn’t seem to be a plan in action for repairs.

HannahO: Ecola is normally a Whale Watching Spoken Here! location, however
the Neahkahnie Overlook and Fort Stevens will be the closest locations for
this Spring Break.  Volunteers will be placed at those sites March 21-28
from 10:00am-1:00pm.

GregS: The wayward boat that was pulled off of Arcadia Beach has torn apart
and removed from the Tolovana Wayside Parking Lot.

GregS: The Savor Cannon Beach event is this weekend, over 500 tickets have
been sold for the Saturday events.

JimK: Food for Savor will be pre-wrapped and delivered to limit any
possibility virus transmissions, festival coordinators are working to be
proactive.

ChrisO: OreGrown ribbon cutting is this Friday, they will be selling
apparel, CBD, and cannabis. The community church will be having the Season
of Lent on Friday at 12:00pm.  Business After Hours is at the Columbia Bank
on Thursday, March 19th from 5-7:00pm, Pelican will have booze.  The North
Coast Tourism Management Network had a public open house event on Monday,
March 9th and about 80 people attended, many of whom had not interacted
with the network before.  Jim Paino spoke about transportation and car free
options that visitors can take to get to the beach and once they are here.
Much of this network has been modeled after a program that took place in
the Columbia Gorge with Travel Oregon a few years ago.  Also, the Chamber
put together an “Ecola Alternatives” page.

GregS: The TAC met recently to review the final reports from grant
recipients in the 2018-2019 cycle.  Also, the City has bought the
elementary school and used TAC funds to assist, which will be repaid over 3
years.  The City is receiving ~$350,000/year through the 1% county tax
which is planned to go towards the elementary school.  Steve Sinkler has
just began his 2nd term on the committee.

MarcR: The Fire Department is looking to apply for TAC funding for Fire
Conferences in November and February that will bring rural departments
together for training, lectures, and low season revenue.

>From Karen at City Hall: Reminders regarding the revised city ordinance
about not feeding wild animals in Cannon Beach are currently  being
distributed.  The printed reminder comes as a 5"x7" post card type hand out
that will go to all hotels, restaurants and retailers.  A poster is also
available should the business not desire the hand out cards.  A sample of
the poster can be seen in each of the kiosk locations around town as an
additional reminder to visitors.  Please begin distributing the reminders
to visitors coming to Cannon Beach beginning immediately.  The Chamber will
have additional quantities should you run out. This is a one time
communications blast to help get the word out on this important ordinance
change this spring/summer season. Should you have any questions, please

HannahO: Nominates Roosevelt Elk as the official mammal.

JimK: There’s a community that sells shares of installed solar panels,
electricity goes to emergency management needs and those that purchase the
shares receive savings due to the renewable energy.  Also, they save by not
paying for the installation and upkeep costs.

JimK: Asked about local investments for the common good

MarcR: Invalid fund that was started by Mrs. Moon and collected donations
to be used for things like walkers and wheelchairs.

Jim: Coined the phrases: ‘anarchy of democracy’ and ‘positive externality’.

ErikO: Looks like due to coronavirus, we may be seeing less international
travel and more local visitors

RickH: If you have an infection at your business, call the City and Chamber
to help handle containment.  It requires a deep clean and recertification
by the county public health.  This could cause a shut down of operation for
1+ days.  City and Chamber has protocols to help assist.  To find

ChrisO: Cutting the ribbon this Friday at Prestige ONE Realty.  Oyster &
Fish Dinner on Saturday, March 7 at the American Legion.  Day light savings
is on Sunday.  Food pantry presentation will be at the Chamber Hall on
Monday from 5pm-7pm.  Chamber breakfast meeting will be at the Pig ‘n’
Pancake on Tuesday at 7:45am, with speaker Chief Marc from the CB Fire
Department.

GregS: The City has moved forward with the purchase of the elementary
school with a $102,000 from TAC.

ChrisO: The City has created hand-outs regarding the new laws about feeding
wildlife.  They are being distributed to local businesses and available at
the chamber.

GregS: Mentioned the boat on Arcadia Beach, a couple and their dog was
rescued by Coast Guard after a distress signal on Friday.  The boat later
washed ashore.

ChrisO: Oregrown is opening soon with a Chamber ribbon cutting.

GregS: He visited Pie Guy & Gal which has recently opened above Mi
Corazon.  It is a pie shop that has a Facebook presence and good pies.  A
two person pie is about $10 and they have a good selection.

JimK: Irish Table is planning to move to the Harding Trading Company
building soon so that they can serve lunch and dinner and then Sleepy Monk
plans to expand their bakery.

MarcR: Discussed the possibility of bringing Firemen Conferences to Cannon
Beach which would save the department money by not requiring that
firefighters travel elsewhere to train and would also be a good way to
increase the off-season in CB.

HannahO: We just returned from a birding festival in San Diego and lots of
people were interested in CB and Tufted Puffins.  We also recently released

MarcR: There is a fireman scholarship that was started in the 1970’s for
furthering education and training, but has been lacking in donations.
Would like to use the sand castle booth and/or golf fundraiser to add to

Note: Erik and Hannah will not be able to attend the next Wednesday morning
(2/26) as we will be guiding at the San Diego Bird Festival (!), will
someone please take notes and get them to George?

ChrisO: Membership Awards at the Chamber on 2/20 from 6-9pm, please RSVP -
chamber at cannonbeach.org.  There will be a surprise AND a reveal.  Laura is
updating the Spring Break schedule, so look for a new copy soon.  The 2020
Chamber magazines are in with Beth’s beautiful elk picture on the cover!
GregS: Beth’s elk video has gotten over 5 million views online so far.

JeneeP: A classical concert will be held this Friday, 7pm, Feb. 21st, at
Cannon Beach Community Church. Baron Fenwick, a "Rising Star" will perform
an all-classical concert, featuring music by Haydn, Chopin, Prokofiev, and
Rachmaninoff. Mr. Fenwick has won many national and international piano
competitions and is as fine a professional pianist as you will hear on the
big stages of downtown Portland. THIS CONCERT IS FREE AND OPEN TO THE
PUBLIC.

JeneeP: SOLVE spring beach clean-up is scheduled for March 28th with
supplies available at City Hall from 10am-1pm.  Drop off sites are the City
Hall and in Tolovana.  PLEASE bring buckets, gloves, additional safety gear
for picking litter off the beach.  Red Cross meeting is coming up on
February 25th, if anyone would like to join contact Jenee.

GregS: Sea Turtles Forever and several partner orgs did a clean-up at Fort
Stevens State Park recently with over 200 volunteers participating.

Mary BethC: There is a “Emergency Go Bag Presentation” coming up on
February 29th from 9-11am at the City Hall in which Tonquin Trading’s,
Jason Johnson, will discuss creating kits, community resilience, and more.

RickH: The city is relaunching the barrel caches.  They plan to provide
access twice a year, which will be the third Saturday in April and
October.  In addition, CERT training exercises will be planned in
coordination with the cache dates.  The priority focus for training and
coordination of emergency strategies is with residents and then move into
the business community.

Mary BethC: There is a ham radio course coming up: March 6 & 7  6-9
(Friday) 9-4 (Saturday) at Warrenton City Hall- Training Room.  The course
is free and the licensing test costs $15.  Contact instructor, Mike Gore (
slowgunboat at gmail.com), to register.

RickH: The city has been working with partners for several years to
coordinate the installation of a new radio tower.  A site has been approved
and the plan is for the radio tower to handle ham operations, KMUN, MedNet
Radio, CERT systems, GMRS, etc.  The city has had some funding budgeted for
this since the 2007 storm and donations have come into KMUN for its
installation.  Now a plan is in the works!

Mary BethC: A countywide communications plan is coming up.

JasonS: The lack of a countywide plan has prevented emergency services in
CB from obtaining grants.

GregS: Are there any communities on the West Coast that we could look to
that are doing emergency response right? RickH: Short answer: no.  Some
communities can handle certain emergencies correctly, but not everything.
Oregon is behind in communication, access, egress due, in part, to
mountainous terrain.  Everyone should get on Clatsop Alerts to receive
emergency information, this can be accessed through an app called:
Everbridge App.  This alert system should be fully functioning in 3-4
months.

MarcR: Did everyone know that the cow alarm system is funded by CB Fire
Department?  A 5-year levy will be placed on the May ballot to increase tax

will take place the weekend of March 19 (Spring Break). Because of the
large amount and variety of "stuff" to liquidate, liquidators Larry & Kay
