GeorgeV: A memorial service for John Newman will be August 15th, 2022, at
1:00 PM at the North Coast Family Fellowship in Seaside. Along with a
Celebration of Life at Haystack Gardens in Cannon Beach from 4 to 8. John's
reach was broad and his friends were many - photos are being collected for
a slideshow. Please share any contributions by August 5th. Please send them

Bend. Currently we have no hosts in Seaside or Cannon Beach, but we would
like to have at least two hosts in Cannon Beach and Seaside. Spanish is not
required for hosting though it is a bonus. We do potlucks and mostly group
activities such as visiting Haystack Rock with their Awareness Program for

JeanieMc/MaryBethC: Cannon Beach Chorus leader and pianist, John and Susan
Buehler, are moving to Newberg. A farewell will take place July 18 at 7pm
at the Community Church.
JeanieMc: I was talking to a couple from Germany who are touring our West
coast. They said that Cannon Beach was their favorite place - the people
are so friendly.
MaryBethC: There are 3 cache sites that are stocked for evacuation
emergencies. The are named Oscar ("Old Cannon Beach" at the north end),
Echo ("Elk Creek Road" in midtown) and Tango ("Tolovana" at the south end)
JeanieMc/JeneePM: After the School District closed the Cannon Beach
Elementary School, the Food Pantry moved into what was the library. Now
that plans are being made for the redevelopment/repurposing of the property
and buildings, a possible new home for the Food Pantry is being sought.

MaryBethC: The 4th of July Parade was great. The crowd size was similar to
years past (pre-Covid).
DebA: Concerning the City Council Meeting last night about Resolution #
22-21 for the Purpose of Approving Increases and Decreases to the FY
2022-2023 Budget by making an Intrafund Transfer of Appropriations for
Public Works. Council Unanimously Voted in Support. Public Works has $13-15
million in Costs in Construction ahead of them in infrastructure needs.
Karen's assistant left a few months back for another job. Now she needs to
hire someone with some Public Works engineering and reporting experience to
assist with in the projects ahead. Karen has secured $17 Million in loans
that have a 1% interest rate, and over a Million dollars in Principle
forgiveness. These loans require hours of reporting. They are needing to
initiate infrastructure projects that have not been dealt with in years to
build distribution for water and waste water .Also, important is safe water
in case of a seismic event from the Water Springs to the RV park. The
million gallon water tank must also be replaced as it is a risk if there is
a moderate earthquake.
Followup from Karen LaBonte (Public Works Director): This is great. I have
a couple corrections. My Admin opening is due to Kelsey accepting a
position at Northwest Natural Gas. We’re interviewing this week to fill
that.
The position the Council reviewed last night is for a Project Manager/PE
(engineer) that will be tasked with project managing all the Water
Resiliency projects behind the $15M in low interest loans. These add the
seismic valves to the water tanks, replace the 50 yr old concrete asbestos
pipes from the springs to the water treatment plant and on down to the RV
park distribution point where we’ll distribute water to the community
within 72 hours of an event that may hit the community. This position will
also project manage the building of a new tank that replaces the concrete
one we have now that we know can not withstand even a small seismic event.
All these projects are in addition to the Masterplan projects that were
being approved when Bruce and Karen were hired back in 2017. Many of those
projects have already been completed but this additional $15M in projects
for the Water Resiliency efforts calls for additional resources in order to
accomplish them.
DebA: Les Sinclair has been appointed to City's Planning Commission
GregS/MaryBethC: The Prepared Food Tax went into effect on July 1. So far
people don't seem to be bothered or deterred.

MaryBethC: The 4th of July Parade is back - on the 4th, of course. The
Chamber of Commerce is now facilitating the parade. The parade starts at
11:00 AM heading North on Spruce St. from the staging area between Gower
and Monroe Streets. Kids, bikes, old cars, decorated entries, and walking
groups are welcome to enter, with a special invitation to all veterans. No
political entries please. Free to spectators. There is a $10.00
registration fee for parade entries and signed waivers are required.

MaryBethC: CERT is coordinating with the Cannon Beach Police Dept getting
flyers out letting people know that fireworks of any kind are not permitted
in Cannon Beach.
DebA: Two new oyster catcher chicks are in their nest at Haystack Rock. God
willing and with the help of HRAP, they will become parents themselves one
day.
GeorgeV: Catch musical duo Adams and Costello in the downtown City park
tomorrow (Thursday) from 5-630pm. Bring a beverage, a chair or blanket and
sit back.
KathyK: The Vaccination Clinic scheduled for tonight at the Bob Chisholm
building in Seaside has been changed to NEXT Wednesday from 4-6 at the Bob
Chisholm community center in Seaside.

MaryBethC: Sandcastle weekend was this past weekend. It included a bonfire
on Friday night with music and s'mores, the sculpting competition on
Saturday and a Fun Run/Walk on Sunday - Paid/Permit parking on the beach
was ruled out. Beach parking was limited to 400 cars, but that number was
not reached. KenP: The crowd was much smaller than pre-COVID events - less
than half. There were fewer sculpture.0s overall - four were master
sculptures. Heavy rain the day before the event apparently deterred some -
although the day turned out to be nice. Because of storms at sea, the
incoming tide was earlier and higher than expected. Not many people wore
masks. Next year's event will be on June 10. Mark your calendar now.

architect, CIDA will present the results of the three Community Outreach
Events that have been held to gather public input on the project. Please

they would like to see on the “Re-imagined” Cannon Beach Elementary School
site. The presentation of the material will be in person in the City Hall

Sandcastle weekend is here! It will include a bonfire on Friday night with
music and s'mores, the sculpting competition on Saturday *begins* at 2pm

DebA: My husband Bob composed a proposal for Cannon Beach - "Many residents
of Cannon Beach are concerned about the impact of the increasing number of
visitors, the number of trees being cut down to build new houses on the
rapidly dwindling number of vacant lots, and the lack of workforce housing
that affects the ability of local business owners to hire and retain
workers. As I understand it, our town cannot legally stop people from
driving down our public streets, but we can control parking. If we initiate
paid parking on summer weekends, we could control the number of permits
available to park in our town. Anyone without a permit would get a ticket
(full and part-time residents, business owners and their workers, anyone
making deliveries and doing business in town, and anyone staying in an
overnight rental would get free permits) A wild guess based on past
estimates is that there could be up to 3,000 potential parking spaces
(Tolovana to the North End) Charge $20 to park all day. $120k generated
over a weekend. 14 weekends over the summer = $1,680,000. If we charged for
parking on summer weekdays, you could potentially increase the revenue to
$5 million. After enforcement and administrative expenses, use half of the
money to subsidize workforce housing. Use the other half to purchase and
preserve key parcels of remaining open/green space before it's developed.
Purchase the Roberts property in the "S" Curves to preserve it, and make
the present owners financially whole. It's adjacent to an historic
structure that belonged to Oswald West, the governor responsible for
designating all Oregon beaches as a public highway in the early 1900's.
Name it the "Oswald West Memorial Green Space" to honor him. Purchase any
and all key open/green spaces in town before they're gone forever. Paid
parking would limit the number of visitors in town, preserve trees and open
space that we all take for granted, and help local business owners (and our
Fire District) find places for their employees and volunteers. Visitors
would be told that the parking revenue was being used to help preserve
open/green spaces in town to protect it from over-development, to provide
workforce housing, and protect the town from overcrowding. Can't imagine

Cannon Beach Village Character Survey. Cannon Beach has started work on a
code audit, comparing the guiding language of the Cannon Beach
Comprehensive Plan and the land development codes that support that vision.
The Comprehensive Plan, which hasn’t had a significant review in over forty
years, often speaks of the ‘village character’ and many of its ordinances
are written with language referring to this character. The City has held a
joint work session with the City Council, Planning Commission and Design
Review Board on what village character means to them and now they would
like to know what village character means to the Cannon Beach community.
Please take a few moments to let the Joint Commission know your thoughts on
village character so they can consider the community’s vision in drafting

KenP: I came down with COVID last Tuesday and was treated with Paxlovid
which had me better in hours - no side effects. Mary Beth has not
contracted it. GeorgeV: You are now the 5th couple that I know since
January where the men came down with COVID and the women did not.
MaryBethC: The house fire downtown on Larch Street behind the Coaster
Theatre started in a trash can outside the house. Fire only damaged the
exterior wall.

Cannon Beach Village Character Survey. Cannon Beach has started work on a
code audit, comparing the guiding language of the Cannon Beach
Comprehensive Plan and the land development codes that support that vision.
The Comprehensive Plan, which hasn’t had a significant review in over forty
years, often speaks of the ‘village character’ and many of its ordinances
are written with language referring to this character. The City has held a
joint work session with the City Council, Planning Commission and Design
Review Board on what village character means to them and now they would
like to know what village character means to the Cannon Beach community.
Please take a few moments to let the Joint Commission know your thoughts on
village character so they can consider the community’s vision in drafting

been declared a winner. Tillamook County defeated a measure that would have
prevented law enforcement from enforcing certain laws. Gearhart defeated a
measure for more funding for its fire department. Kathy Kleczek Christina
Stephenson was elected Bureau of Labor Commisioner
KathyK: Seaside has narrowed down their City Manager search to three
candidates. Seaside is also hiring a new Convention Center director.
GregS: As a member of the City Budget committee, I'm reporting that there
are lots of balls in the air in respect to projects the city needs to be
funding - certain aspects of our infrastructure need upgrading/replacing.
The 2022-2023 budget will be funded by the transit lodging tax (75%),
property tax (13%) and assorted others (12%). Transient Lodging Tax revenue
is up slightly from last year.
KenP: This weekend is the Fat Tire Bike Festival.

JeanieMc: Mo's Restaurant in Astoria will be closed mid-week (Tues, Wed,
Thur) so employees can be utilized in Cannon Beach.
MaryBethC: Spring Unveiling (this past weekend) was well attended - a
successful event by the Cannon Beach Gallery Group with the financial help
of the City's lodging tax dollars.
MaryBethC: Tuesday's City Council meeting was a long one. The TSP
(Transportation Study) was a big part. Public input was taken. Kathy
Klezcek pointed out the plan could be looked at as a menu where everything
does not have to be chosen/done. One aspect of the discussion was
roundabouts (traffic circles). They would have to be small and would be low
profile in that they could be driven over, not just around. Because
pedestrians are often the cause for traffic backups, roundabouts would not
solve that.

replace what we will lose once the outdoor seating in our parking lot

CindyB of Ecola Seafoods: Saturday's Earth Day closure of 2nd Street had a
negative impact on our lunch business . Earth Day had just 6 booths (3 on
each side up next to Hemlock St). Could these 6 booths have been located
where a street would not have to be closed? Other Second St businesses were
also negatively affected.
GregS: I can't speak for all of the lodging in Cannon Beach, but I do have
a feel for what is happening. Spring bookings are up from last year, which
was a record year. We are seeing more guests from further away than
previously - especially from the South. Also more Canadians. The average
stay is 2.5 to 3 days. In past years we ran a 3 for 2 (3 nights for the
price of two) for several months, but this year just ran it for a time in
January.

NCLC's marine program is partnering with Portland Audubon in a community
science effort to monitor oystercatchers on the Oregon Coast. Black
Oystercatchers are a striking and easily recognizable bird in which we
share our coast. It is also a species of conservation concern because of
its small population size and vulnerability to a variety of impacts. Our
work with this bird is helping in our efforts to protect rocky shoreline

MaryBethC: 2nd Street will be closed to cars from 11am - 1pm Saturday for
the Earth Day Parade.
CindyB: The City has agreed after Cindy's request to create a handout that
restaurants can pass out to customers explaining the new food tax. This
would save employees having to explain it and would be official.
CindyB: At a recent City Council meeting, there was discussion of what
should be excluded/exempt from the food tax. A case in point was EVOO,
where they charge for their "Dinner Show". In this case customers are
paying for a package of food and entertainment/education. Since there is
just one price offered/available, how can the two be split? If an exemption
is granted here, where does it stop? If a restaurant has live music, can
they exempt part of their price? Again, customers are offered just one
price. How about a restaurant that is on the oceanfront that people choose
because of the view - can they exempt part of their charge? Where would it
end? TravisH: I do not see that it would make sense to open this door.
There are too many potential arguments for exemptions. Someone could go so
far as to argue that part of their price is for decor, electricity,
plumbing or even reputation. GeorgeV: All restaurants attempt to justify
their prices - some charge more and get more because they offer more. I
don't think the City should try to navigate this slippery slope. If a
restaurant serves prepared food, then the tax should be on what is charged.

Public Works will be working with the paving contractor to repave N. Larch
Street between 1st and 2nd street. [behind Sandpiper Sq] Infrastructure
improvements have been made to the sewer line and storm lines on this
street so it’s ready for its overdue resurfacing work. Project details
have been posted to the city’s Facebook page as well as city staff reaching
out to all businesses and residents along that area to let them know cars
will need to be moved off N. Larch Wednesday evening in preparation of
paving. Cars can use the parking lot behind the Coaster Theatre and Lazy
Susan during the project time. Exiting and entering the parking lot will be
from the 1st street location (not Larch) during paving. Any questions can

GeorgeV via Karen of City Public Works Dept: *Warren Way – S. Hemlock
Improvement project update: *The intersection improvements are now
complete. The city has received very positive feedback from both hotels as
well as the grocery store located at that intersection. They all said
they’ve seen a vast improvement in the ability for pedestrians to have a
chance to cross safely. They appreciated the contractor keeping the traffic
flow going with very little to no obstruction. They also expressed
happiness that a round-about was not put in. They did not feel the non-stop
traffic flow of a round-about would have given the pedestrians any better
chance of crossing than they have now. They were happy the Council made the
4-way stop choice.
GeorgeV via Karen of City Public Works Dept: *Paving Update – N. Larch *Public
Works will be working with the paving contractor to repave N. Larch Street
between 1st and 2nd street. [behind Sandpiper Sq] Infrastructure
improvements have been made to the sewer line and storm lines on this
street so it’s ready for its overdue resurfacing work. Project details
have been posted to the city’s Facebook page as well as city staff reaching
out to all businesses and residents along that area to let them know cars
will need to be moved off N. Larch Wednesday evening in preparation of
paving. Cars can use the parking lot behind the Coaster Theatre and Lazy
Susan during the project time. Exiting and entering the parking lot will be
from the 1st street location (not Larch) during paving. Any questions can
be directed to Public Works at 503-436-8066.

County. Homelessness is part of that discussion. Someone at a discussion
asked why there doesn't seem to be a homeless problem in Cannon Beach.
TravisH: One reason is there is no place to be out of clear sight - no
place to hide. MaryBethC: There really doesn't seem to be a problem.
GeorgeV: In my experience when a homeless person made camp in town, it
wasn't long before the citizens and police intervened to assist this person
to find a better place. Violations were enforced.
JeanieMc: The Bistro has reopened after being closed for a couple months.
KenP: Sandcastle is back! June 11. Posters are being put up around town and
souvenir posters are now on sale at the Chamber.

KathyK: Last wee Cannon Beach's Transportation TSP Open House #4 took

CindyB: Considered in this Transportation Plan study, is the possibility of
closing Hemlock to cars at certain times of the day/year. When 2nd Street
was closed to cars in front of Ecola Seafoods, their business was cut in
half. These closures were for the car shows that Tom Morris organized.
KenP: When Hillsboro went to one-way traffic, it was horrible for
businesses.
CindyB: When Hillsboro actually closed the street to cars, it improved
business
KenP: We would lose considerable parking if we closed Hemlock to cars.
CindyB: Is there an effort on the part of the City to increase parking on
City property - such as the old elementary school .
BruceSD: The elementary school property is not available for that use.
There are just too many cars for us to solve the parking and traffic
issues. We can chip away at it, but we can't solve it.
GeorgeV: We have little to no control over how many people choose to drive
their cars into Cannon Beach. As Portland grows west and other driveable
metropolitan areas grow, the number of people choosing to visit Cannon
Beach will grow. The problem will mostly be solved by itself - in Cannon
Beach's reputation as being too crowded at times of the year. Adding more
parking will allow a few more days a year when the problem won't be as bad
as it would have been otherwise.
KathyK: A behavior change is what is needed - from driving to biking or
walking. Or public transportation. If people staying in hotels left their
cars at the hotel, many fewer cars would be on the streets and in public
parking. JeanieMc: When people make their hotel reservations, they could be
encouraged to do this.
BruceStD: The City receives the initial School property bond funding
tomorrow and we anticipate the council will approve the hiring of the
architects next Tuesday. We will start planning public events to get input
from the public shortly after that. Be on the lookout for announcements.

Driver's only need a regular driver's license and to qualify for a

drive, the goal was 26 units, 22 units were collected, which will help save
60 lives! The next blood drive will be Tuesday, June 21, 2022. 10:00 AM -
03:00 PM. Cannon Beach Chamber of Commerce 207 N. Spruce Street Cannon
Beach, OR 97110. There will also be a July event.
GregS: I am a new member of the city budget committee. We will begin
meeting today. Five meetings are scheduled over the next two months or so.
The budget committee is made of the 5 city councilors plus four community
members. The staff heads of each department within the city present their
proposed budgets to the City Manager who then presents it to the budget
committee. Meetings are open to the public but discussion is limited to
committee members, staff and invited interested parties. One new wrinkle in
this budget is the introduction of the Prepared Food Tax.
GregS: The Chamber has stepped up to take charge of "Welcome" signs for
Cannon Beach on 101. The south sign rotten and blew down years ago while
the north sign moves in that direction. The Chamber has asked to use $20K
of lodging tax money to begin this project. GeorgeV: These signs are
similar to the cover of a book. They are the first impression people get of
Cannon Beach. They should be as attractive, representative and artistic as
any along all of the Oregon Coast. This is one of the best investments
Cannon Beach can make to bolster lodging tax dollars. Many people drive
down 101 without stopping or experiencing Cannon Beach. These signs will be

JeneePM: I recently received a call from a girl asking how to set up a
Beach Cleanup for her birthday party.
MaryBethC: At last night's City Council work session, Rick Hudson
recognized the volunteers working on Emergency Preparedness. The Council
discussed taking over the COWS Early Warning System. This has been done by
the Fire Department in the past, but with limited staff and funds, they are
asking the City to step in.
KathyK: The new Seaside/CannonBeach/Gearhart K-12 school is looking for
alternatives for accessing the school by car. A study is underway with a
grant. One possibility is a remote drop-off point down the hill at the
Wahanna ball field.
KathyK: With local gas at $4.29/gal and rising, look to

KellyM: Here at Cannon Beach Cafe, we are prepping for Spring Break. Our

BruceStD: At last night's Council Work Session, it was agreed to refinance
two existing bonds (Ecola Creek Forest Reserve and expansion of the
Wastewater Treatment Plant) - saving taxpayers in the long run. A formal
vote will take place at Tuesday's regular monthly meeting.
BruceStD: The city is currently interviewing architects for the Elementary
School Project.
KathyK: Seaside is in the process of finding a new City Manager.

GeorgeV via Jeff Adams: Oregon State University has asked the state’s six
beachfront communities, with dune management plans, for community input on
a questionnaire to gather perspectives on dune management from individuals
that live/work near or on the dunes. You can find the questionnaire here

BruceStD: Work on a 4-way stop at Warren Way and Hemlock will begin soon.
The City received a $130K grant for this. Approx $20K more will come from
City funds. GeorgeV: Would a roundabout work at that location? Here in Bend
roundabouts abound. They really keep traffic flowing and certainly save
gas, brakes and the environment (as KathyK pointed out). BruceStD: When
people aren't used to roundabouts, they can be confused. Roundabout require
larger areas.
BruceStD: Formal Budget Committee meetings begin in May - to be complete
before the City's fiscal year ends June 30. Preliminary meetings to discuss
spending policies and ideas, but not actual dollars, are beginning now.
DebA: I have been reading the letters and input that City Councilors get
and find that overall, they seem to confuse issues and cause stalemate.
GeorgeV: With the communication tools we now have at our fingertips, I'd
like to see the City poll the voters on some of the issues. What happens
now is that a small number of people, often led by one or two people who
are only share their bias, make a lot of noise. If the city saw that voters
(who opt in for email polling) get all the pertinent details of an issue
and could just reply, more people are likely to reply and with a more
informed opinion. KathyK: When we elect people, we elect them for who they
are and ought to trust them to represent us.
BruceStD: 1300 people per day commute to Cannon Beach to work. Our
workforce housing is inadequate. We are doing what we can.

DebA/BruceStD: The City has hired Ms Herbert to work one-on-one with
restaurants assisting them in getting set up to collect and pay the new
Prepared Food Tax.
BruceStD: The City is securing a 4.6M bond. This bond will be repaid with
Prepared Food Tax revenues and therefore does not need to go before the
voters. At the same time, the City will re-finance two existing bonds at a
lower rate, saving voters approx $60-$80/year per $1000 of property
value. There
are approximately five years of payments left on the bonds used to purchase
the Ecola Creek Forest Reserve and the bonds used to finance the expansion
of the Wastewater Treatment Plant. The City is currently moving forward
with a bond issue to fund the Cannon Beach Elementary School Rejuvenation
Project. The timing of these events has presented an opportunity to combine
a refinancing of the two existing bonds with the financing of the Cannon
Beach Elementary project, which will result in a reduction of our
taxpayers’ annual tax assessments over the next five years. The refinancing
should result in a total reduction of $60 to $80 for each $100,000 in
assessed value at the end of the five years. For example, if the savings is
$60 over five years for a $700,000 property - $60 X 7 = $420 savings. Council
has directed staff to pursue this potential savings opportunity that will
show up on your 2023 property tax bill. The financing for the Elementary
School project is already in progress. To avoid a delay in the school
project and to try to catch the bond market at a time when we will get
favorable rates, Council must take official action on the refinancing at
its March 1st meeting. To explain the transaction and allow for public
discussion, there will be a Special Work Session at 5:00 p.m. on February 22
nd. Both meetings will be held via ZOOM and the link is:

BruceStD: Drinks are not included in the Prepared Food Tax to avoid any
potential conflict with wording in the State CAT Tax. It states that no
entity can tax 100% of the sales of a business.
BruceStD: Of the 5 City Councilors, three will be voted on this November.
Mayor Sam Steidel and Council President Mike Benefield both term out and
can not run in this election. Robin Risley can run for a second term.
Brandon Ogilvie and Nancy McCarthy will stay on.
BruceStD: Some people have complained that the City is not transparent. We
are as transparent as we can be. Everything is advertised in the paper and
posted on the website. Recordings of meetings are on the website. We will
continue to improve the website in order to make it more intuitive.

DebA: China is the biggest offender when it comes to dumping plastics into
the ocean.
GeorgeV: Much of the plastics found on our beaches come from ships and
countries that dump thier garbage into the ocean. Over time, the plastic is
broken down into small pieces which are ingested by sea life and eventually
end up on beaches throughout the world.
MaryBethC: These plastic are harmful by themselves, but become more harmful
as they absorb chemicals/toxins.
DebA: Last night's City Council meeting was very encouraging. Several city
staff members gave reports on what they are working on. This would be a

MaryBethC/BruceStD: At last night's City Council meeting, a motion passed
to reimburse the City's General Fund from a Bond for expenses in preparing
for the Bond.
BruceStD: The City is getting $360,000 in grants for Emergency Management
Projects.
MaryBethC: The Big One (a Cascadia earthquake) could leave Cannon Beach and
most of the coast isolated for weeks or longer.
BruceStD/MaryBethC: Several years ago, a test run was made by ship to bring
equipment/supplies to this area. San Diego is the most likely port a ship
would come out of. Even if a ship were at the ready, it could take two
weeks getting here. A Cascadia event (a quake in the 9.0 range) is the
worst case scenario, but our current City Hall, Police Station and
Emergency Control Center would not likely survive a quake in the 4.0 range.

GeorgeV: I have been an active photographer since before moving to Cannon
Beach in 1977. Some 7 years ago, I began scanning my old negatives, slides
and prints - along with some documents. I divided things by year. In 2017
my first posting included everything I had found and scanned from 1975. As
time has permitted, I have slowly but steadily been posting another year
each time I have completed one. A couple weeks ago, I completed and posted
1990 - the year the new Chamber Building/Community Hall was opened to the
public. At this morning's Zoom meeting I shared my screen. The link here

GregS: The Tourism and Arts Commission has learned that the organizers of
the annual event - Get Lit - will not do their event this year due to
uncertainty with the pandemic. The Commission will use those funds to help
re-build the reserve that was used for grants to businesses in 2020 during
the initial stages of COVID-19.

RickH: Saturday's tsunami advisory activated Cannon Beach's (and Seaside's)
Police, Fire and Emergency Services. It was essential to warn people to
stay off the beach. It could not be known exactly when and how big a swell
would be created by the underwater volcano in the Pacific. A lot was
learned from the experience. A verbal warning over the COWS speakers
was attempted, but instead set off the siren which ran automatically for 3
minutes. People had not been trained on the COWS early warning system for
10 years. Work needs to be done on the system and in training. BruceStD:
The City had a workshop on COWS Tuesday and will be doing another next
week.
RickH: On Saturday during an actual Tsunami event we were sending out
messages throughout the morning. Many members of the community had no
notifications of the medium level emergency. I want to express how
important it is to stay connected with factual and real time information
that you can use in an emergency. I am adding a trifecta of locally based
notification services (no cost). One of the most effective local messaging
types is Nixle.

Nixle is an Everbridge platform that is controlled locally by Cannon Beach
Police. The message only goes out to citizens who sign up for the Nixel
service. This covers our local zip codes and is very easy to register
for. You can sign up for Cannon Beach and other zip codes in surrounding
areas- Seaside or Manzanita etc. Their local agencies send out those
notifications. The CBPD uses this service sparingly and only when they
need to get out an emergent message to Cannon Beach.

Clatsop Alerts is a County Wide notification system that is activated by
the Clatsop County Emergency Management team. They have been the ones who
have been sending out county wide notifications for COVID, Vaccination
clinics, roadway closures etc. They also did send out a notification
county wide for the incoming Tsunami event. You can opt out of any of
these notifications if you wish but stay registered to stay connected for
emergency notifications. This service is on the Everbridge platform but
more dynamic than NIXEL model and communicates to your email, text, and can
leave voice messages in case you miss the announcement. This service is
also sponsored by the State of Oregon and used in Statewide emergencies for
notifications, evacuations and larger scale events.

The City of Cannon Beach Community Notification List (CNL) is very
important to complete the trifecta of being informed. The CNL is used to
stay connected to the city for upcoming events, safety messages, sever
weather announcements, and emergency management trainings for community
safety. This is in an email and advisory format only. If the information
in the CNL announcements are emergent they are usually placed onto the city
web site and onto the City of Cannon Beach Facebook page. We did use this
formation to notify members early in the Tsunami event, but this is only
sent to those who sign up for the CNL. By signing up for all three formats
you will be covered here locally / regionally. There are outside the
area notification formats that we will send out later this month. We want

Warning System for years. The infrastructure has become dated and needs
upgraded. This is not a defined role of the Fire Dept. They would like for

JeanieMc: 4th Annual Writers Read Celebration. The NW Authors Series is
sponsoring the fourth annual Writers Read Celebration! Recovery manifests
itself in myriad ways. The Cannon Beach Library’s NW Authors Series
Committee invites writers to consider what “recovery” means to them and to

GeorgeV: Snow has been falling in Central Oregon. Mt Bachelor Ski Resort
had 11" last night, 21" the night before, Base depth is now at 89".

New at today's meeting: Zachary Ford of Ecola Seafoods. A new 2-level deck
is being constructed on the parking lot side of the restaurant. Ecola
Seafoods has been challenged to seat people so they feel comfortable in
this pandemic environment.
GregS: The motel has had some cancellations due to the spike in the Omicron
variant of COVID. But not like the cancellations they got in 2020 when the
first COVID wave hit. There are local teachers who are out with Omicron.
The Chamber is still providing PPE to businesses.
GregS/KathyK: The recent King tides did not severely flood Highway 101 to
Seaside like it has previously, but there was some street flooding
elsewhere.
GregS: I see that the Ecola Square space (was Basketcase) next to
Dragonfire Gallery is still vacant. MaryBethC: A retail store, Staghorn
Mercantile, also in Beaverton, is preparing to open there.
GregS: I also see that the cannabis store, Five Zero Trees, has closed and
that space is empty. There are two other cannabis stores still open and two
more preparing to open.
MaryBethC: Those challenging the Prepared Food Tax election have till the
end of January to make their case. A new election would be at the expense
of the taxpayers.
MaryBethC: The city is looking to limit the size of houses to 2000 sq ft.
Discussion took place at last night's Council meeting. GregS: Why is this
being considered at this time. What prompted this? Is this a reaction to a
particular house? KathyK: if they put it at 2000, 1/3 of houses would be
out of compliance. TravisH; People in the south end of town have built
large homes as second homes. GeorgeV: Raising a family in a 2000 sq ft home
in Cannon Beach, where outdoor activities for kids is limited by rain, wind
and cold, is something I'm glad I didn't have to do. We were fortunate to
find a large home with a 2-car garage to raise our two children from the
time my youngest was still a baby.

GeorgeV: The humpback whale that washed up on Cannon Beach at Silver Point
is making the news. This is from KOIN.com - PORTLAND, Ore. (KOIN) — A small
humpback whale washed ashore on Cannon Beach, according to the Seaside
Aquarium. The aquarium says the whale has been dead for some time now.
Although aquarium officials will return in the next few days to take
measurements, they told KOIN 6 News it is unlikely a necropsy will be
performed due to the whale’s location and condition.
TravisH: A court filing contesting the Food Tax election is underway.
According to an article in the Daily Astorian: Dec. 21—CANNON BEACH — "The
owners of a restaurant are asking the Circuit Court to order a new election
for a food tax narrowly approved by voters in November. The controversial
tax, designed to raise money for emergency services and city
infrastructure, survived a recount earlier this month. But opponents of the
tax have continued to question the integrity of the election, voicing
concerns about ballot drop boxes and how ballots were counted. In an
election contest filed in Circuit Court last week against the Clatsop
County Elections Division and County Clerk Tracie Krevanko, Megan Miller
and Josh Tuckman, the owners of Castaways Global Cuisine & Wine Bar,
alleged violations of election law and fraud."

JeneePM: Eleven people gave blood on Monday and 12 yesterday. The next Red
Cross Blood Drive is Dec 17th, 1pm-430pm - once again at the Chamber
Community Hall - 207 N Spruce. When signing up, look for the "Power Red"
option if you wish to give platelets. This requires about 45 minutes as

JeneePM: The annual Lamplighting took place Saturday. In spite of the wind
and rain. Kids from the CB Academy sang as did the Seaside High School
Chorus. Mayor Sam Steidel talked about the history of the event - followed
by songs from Thistle & Rose and friends. Santa capped off the event as
usual.
MaryBethC: The school closed yesterday over concerns of violence. After
investigation, no credible threat was found and the school reopened today.

dangerous. This weekend - Dec 3-5 - are the next king tides. Use caution on

GeorgeV: Greg .. How was it for you this past summer as far as being able
to find and keep your staff? GregS: No matter what time of year, we are
almost always 2-3 people short of what we need. I placed an ad for
employment this past summer and got 3 responses. I turned around and placed
the same ad but with an offer of housing and received 300 responses. A lack
of workforce housing is the major issue.
MaryBethC: Very little is known about the Covid-19 Omicron variant at this
point. Covid-19 booster shots are available locally. KN95 masks are
recommended. They are now readily available at stores.
CindyB: The Food Tax was opposed by the restaurants because of the
challenges they are already facing with Covid-19 and this tax is just one
more thing to have to deal with. The tax will begin to be collected July 1,
2022.
JeanieMc: It would be nice for locals and others to help our restaurants by
not just dining with them, but also buying gift certificates for people as
Christmas gifts.
KenP: The Chambers sells Haystack Dollars - another way for people to buy
certificates to restaurants and other Cannon Beach businesses. They are

JeanieMc: Cannon Beach Library Seeks Submissions for Writers Read
Celebration. This year’s theme is ‘Recovery?’
Recovery manifests itself in myriad ways. The Cannon Beach Library’s NW
Authors Series Committee invites writers to consider what “recovery” means
to them and to submit their works for the fourth annual Writers Read
Celebration. All writers of all ages can participate in developing this
year’s theme, “Recovery?”. The deadline for submissions is Jan. 24. Contact

Driftwood Manager Michael Braxton and his 7 yr old son tragically died in a
3 car accident on Hwy 101 in Washington. Michael's wife and daughter
survived. The kids were students at Cannon Beach Academy. You can help the

JeanieMc: I watched a PBS program on Oregon history called "Broken
Treaties" . It was so good and I would hope that our children would see it.
GregS: The Prepared Food tax vote has been certified by the county. It
passed by just 4 votes. It will take effect July 1, 2022. The vote wasn't
close enough to trigger an automatic recount, but a recount can be
requested/paid for by anyone by Dec 7th.
KellyM: Cannon Beach Chocolate Cafe has a Clover Point-of-Sale system that
will make it easy to collect and track the tax. Drinks will not be taxed.
GregS: I hope the City takes time to educate/orient those required to
collect the tax on what is to be taxed and what is not. And not just ask
people to interpret the ordinance on their own.
GregS: According to the 2020 census, the population of Cannon Beach is down
to 1489 from 1690 in 2010. 757 people voted on the Food tax ballot.
JeanieMc: The post office said that about 30% are hispanic.

JeneePM: Tryad Ministries of Cannon Beach was started by David O'Brien in
1976 to help the disabled - like himself. Their 45th Annual Conference is
Dec 3-5. 24 people have signed up. Volunteers are needed to help. Please,

especially Saturday between 2 & 5:30PM or any time during this weekend
would be wonderful.
MaryBethC: Free COVID-19 Vaccines, Boosters and Flu shots were available
last Wednesday at Haystack Gardens. Children as young as 5 were included.
The School recommended students go there. Some 200 people showed up. There
will be another vax clinic at Haystack Gardens on Dec 1 from 4-6pm for 5
year-olds and up.
CindyB: Ecola Seafoods recently had their online menu and ordering
processing hijacked. When clicking on their ordering link, you were taken
to a site where their menu items were priced higher. They still got the
order, but the hijacker took the difference in price.
GregS: Seaside High School is once again able to present a play to the
public - Lux Radio Theater’s *Treasure Island*, based on the novel of the
same name by Robert Louis Stevenson.
This family-friendly play takes place in England in the 1700s, when young
Jim Hawkins, who usually spends his days helping his mother with their inn,
ends up with a map to the nefarious pirate Captain Flint’s buried treasure.
What follows is an eventful voyage to a “deserted” island, complete with a
parrot and a mutinous group of sailors. The full cast of eccentric
characters and the crew includes fourteen senior students, along with a
handful of underclassmen.
Performances of this tumultuous sea voyage premiere at 7 pm tonight,
November 16, at the new SMS/SHS cafeteria, and will continue Thursday
through Saturday, November 18-20. Doors open at 6:30 and performances begin
at 7pm.
Tickets are sold at the doors. Prices are $5 for students and adults.
Children ten and under may attend for free. Limited concessions will be
available for purchase. Audience members will need to wear masks per Oregon
Health Authority guidance.

KenP/GregS: The current cost of a parking ticket in Cannon Beach is $25 -
has been for decades. People often think that $25 for all day parking is
not bad at all. In order for No-Parking zones to be respected, tickets need
to cost more.

KathyK: Last night's Council Work Session's topic was the transportation
study that has been underway recently. The public has participated in
surveys and ideas to improve traffic flow and parking are being explored.
MaryBethC: The Cannon Beach Food tax is passing by just 2 votes. Some
ballots were not counted for various reasons (not signed being one). People
who cast those ballots are being reached out to for confirmation. The
official count will be certified Nov 22.
JimP: Stormy Weather Arts Festival was a success this past weekend. We now
move into Haystack Holidays. The Haystack Holidays schedule

Daylight Savings Time year round. But not this year.
JeneePM/MaryBethC:: The Cannon Beach Food tax is passing at this point (52%
yes to 48% no), but all votes have not been counted. According to the
Cannon Beach Gazette - The unofficial results are in. Voters have decided
to add a tax on prepared food in Cannon Beach with 340 votes in favor of
the measure and 317 voters said no to the new tax. A total of 657 voters
cast ballots in this special election that will tax prepared food in
restaurants 5 percent beginning Jan. 1, 2022

of us reached out to a new business in town inviting them. I will do it.
KathyK: The new school in Seaside houses all grades for Cannon Beach,
Gearhart and Seaside. Morning traffic to the school backs up badly. On Nov
17th at 715am, there will be a study of just how students are arriving.
This "Walk Audit" will be used to look for solutions to the traffic issues.

GeorgeV: Those of you who read last week's notes know that Hannah is no
longer hosting (Zoom) or taking notes at our meetings. I'm still looking
for someone to step up to either host or take notes or both. There are
currently 264 people/organizations on the WMM mail list
(which coincidentally has been the cost per year to host the list). Since
last week's meeting/notes, I have received several more people's responses
saying they like getting the notes.

KathyK to TravisH: Have you looked into a Tesla roof. TravisH: I have. It
doesn't seem to be a good fit for our house. It is mostly for new
construction since the weight of the glass tiles has to be considered in
the construction. A Tesla roof would more than cover the electric needs of
a home and feed power back into the grid for credit.

GeorgeV: Several of the 9 people at today's meeting said that even though
they regularly attend these meetings, they like the option of going back to
the notes occasionally. Six of the 250+ on the distribution list responded
by email positively to the question on whether they see value in receiving
the notes from the Wednesday Morning Meetings. No one has stepped up to
Zoom host the meetings or take the notes. I will do both for a short time
in hopes that others will step up.

*Preface from George*: As many of you know, I have been part of these
meetings since the beginning more than 12 years ago. I have managed the
list [now 264 strong] and have hosted it on what was my business site
before closing Crack Me Up! and El Mundo For Men after 35 years. Three
years ago Paula and I moved to Bend. In the past 12 months we sold
our Cannon Beach home and our commercial property - Village Centre. I took
the WMM notes up until Hannah of Sea Breeze court stepped up. Besides
taking notes, Hannah has hosted the Zoom meetings since Covid-19 crashed
into our lives. Hannah is no longer available to host or take notes. No, it
is not a health issue. I am soliciting someone (or ones) to take her place.
Please let me know if you are willing to step up to either do the Zoom
hosting or take the notes - or both. Even if you can't, please let me know
if you find any value in the notes from these meetings.

IanReid: (new at today's meeting) I am from Eastern Canada, but have
relocated to Cannon Beach 3 years ago. Previously, I was involved in
economic development. I became the director of business transfer. I’ve
worked in consulting that would help small companies for business
solutions. I recently went back to school and received a Master’s on user
experience. I am now with Kevin Leahy and the CEDR/SBDC (Clatsop County
Small Business Development Center)
KevinL: We have welcomed Erik as well as an advisor helping Ian and our
team. We also have someone joining to help the Latinx community. We also

JeanieM: It’s Energy Efficiency Day.
KyleG: The Driftwood will be doing their annual pumpkin carving. You can
submit it virtually too. The one at the restaurant starts on Oct. 23, we
provide the pumpkins and utensils, and usually do around 100 pumpkins.
You’ll get a free t-shirt for participating.
JeanieM: Monday is Indigenous People’s Day, which has taken the place of
Columbus Day. Rita Moreno was on American Masters yesterday.
GeorgeV: I received a notice from the City that there will be a hearing
regarding some planning changes. One item is considering limiting the
ability to combine lots. The Cannon Beach Planning Commission will hold a
public hearing on Thursday, October 28, 2021 at 6:00 p.m. at Cannon Beach
City Hall, 163 East Gower Street, Cannon Beach. A draft ordinance is
available for inspection at the City website (www.ci.cannon-beach.or.us)
CindyB: Did anyone get a chance to go to the transportation meetings?
What’s the next steps, what decisions were made?
KathyK: It’s still a process, there’s been no decisions, they were
reporting from surveys. They’re still gathering information and developing
plans that will be presented to the city council.
DebA: Did you ever get your parking situation resolved?
CindyB: No, they do not want to do timed parking on the street. A lot of
what they are discussing will impact my business and my parking. There is
pushback on timed parking because they are unable to enforce it.
JeanieM: Maybe those young people on bikes could work to enforce it.
CindyB: It would have been very helpful to have limited parking because
people would park in the street to come pick-up from us. There is nowhere
for people who want to do quick pick-up.
GeorgeV: There are quite a few limited time parking spots downtown. They
should be able to incorporate another space. I did receive a notice from
Jeff Adams regarding TSP, the Open House will be Oct 1 – Oct 31 on
CannonBeachTSP.com.
KathyK: You bringing this up is really important, make sure to get your
comment in there. They did have 2 open sessions where they discussed this,
but they may have mentioned that there will be more.
KenP: There are about 8, 10-minute spaces at that intersection which are
often abused, your visitors would be able to use them more regularly if
they were enforced better. I am curious about if they changed Spruce into
a one-way street, how would that impact your business?
CindyB: It’s interesting, we owned a piece of property in Hillsboro that
has a one-way and many of our tenants complain about business lacking due
to the one-way system.
KenP: People find it inconvenient and it is difficult to navigate.
KathyK: If they were to reduce traffic to one way and add parking, then it
may slow down traffic and add much more parking. If it’s two-lane
one-ways, it would go much faster.
GeorgeV: Creating diagonal spaces would create more spaces.
KenP: We have a culture of finding convenience by parking near the place we
want to go.
JeanieM: I recently took a smart driver class with AARP, it was only $16.
They went over the costs of owning a car and they discussed the
alternatives.
MaryBethC: I just want to throw something out there about a walking
downtown, such as picking up heavy items. Having to haul it several blocks
is not a good way.
