Sierra Spinler was new at last week's meeting. Besides her employment with
the Clatsop County Small Business Development Center, she is part of the
team at Martin North - Ryan and Stephanie Snyder's Stephanie Inn and Public
Coast Brewing. Martin North sold Surfsand Resort and the Wayfarer
Restaurant to Vesta and contracts Columbia Hospitality for the Stephanie
Inn and Public Coast Brewing Company

DebA: Public Restrooms in Cannon Beach are under review. Are there enough?
Are their standard high enough? KathyK: Our public restrooms were built at
a time when the number of visitors was less than now. Inadequate restrooms
put an undue burden on our restaurants.

SierraS: Thursday Night Lecture Series at Fort George. Tomorrow (Thurs Feb
2) Doors open at 6, talk begins at 7. As the oldest city in the State of
Oregon and the first permanent American settlement west of the Rockies,
Astoria and the surrounding area has a rich and dynamic economic history.
This fun and engaging presentation, by Kevin Leahy and Jessica Newhall of
the Clatsop Community College’s Center for Business, Community and
Workforce Development, will explore that history through the lens of the
people who made it possible- the human resources that arrived in the region
in seek of a brighter future –and for the ambitious, wealth and opportunity.

JeneePM: Tonight at 6pm at the Community Church is Pastor David's "Everyday
Humility" seminar with those who wish to partake. Cannon Beach Community
Church's Pastor David Robinson wrote a book - Everyday Humility. Each
Wednesday at 6pm, Pastor David will lead a monthly seminar from this
recently published book, Everyday Humility: Twelve Humble Steps into a Life
of Joy, a book he wrote during his 2022 sabbatical. This seminar will be
held on every first Wednesday (except July and August), at 6pm in the
Sanctuary, and will also be livestreamed and recorded. More

MaryBethC: North Coast Housing Solutions is proposing a workforce housing
development in Arch Cape on the east side of 101. A 12 acre plot owned by
the county after taking it for delinquent taxes is the proposed site.

to remind all residents that if they haven’t already done so, please sign
up for the FREE Eye-on-Water service that allows every water customer to
see and monitor their water usage. Customers can set up alerts to notify
them of a potential leak if one occurs and you can do this via your
smartphone, laptop, or desktop computer! And.. it’s FREE to get signed up,
and no monthly fee for the use of the service. Please be a good steward of

Anderson took a nice promotion with the Fire Department during their recent
new hire process, leaving us with an opening to be filled in Public Works.
We’re going to really miss Levi; he was an outstanding employee. Sad for us
but a great hire for the Fire Department as Levi was an active volunteer.

HannahB: I'm discouraged and frustrated by the attitude by some (including some
in city government) toward tourists and tourism. Tourism is my livelihood
and that of most people making a living in Cannon Beach. Without visitor
revenue, Cannon Beach would not be the place that many people have moved
here to enjoy.
GeorgeV: Since (and very likely before) I arrived in Cannon Beach in 1977,
there has been a tug between those people who make a living here and those
who don't. The sides are not clearly divided. Some crossover. Both sides
need to be reminded that what makes Cannon Beach Cannon Beach is the union
of the two sides. Visitor dollars in the form of the lodging tax pay for
more than 70% of the City's general fund expenses - Parks, Roads, Police,
Art, Grants, Staff, Emergency Preparedness, etc. And now with the new Food
tax, Fire and new facilities for City Hall and Police. Most of the
restaurants, shops, galleries, and services are here because of our
visitors. These visitors are guests. They don't vote here, they don't get
to call the shots. It's not their town, they are just guests. They need to
respect those that live here and the work that goes into making them want
to come here. Both sides need to spend as much time listening as talking.

the Rocky Mountains. The commercial and nearby residential neighborhoods
remained mostly Finnish through the first half of the 20th century and
still today retain some of their working-class/immigrant vibe. We will have
a chance to view the interior of Suomi Hall where the Finnish
Brotherhood/Sisterhood still meets. This narrated walking tour covers about
12 blocks with one steep ascent and descent. The tour will run about 2

KenP: I had an appointment in Portland yesterday morning. Took me 2 hours
to get to Portland driving on a road covered with pine needles and
branches. Left Portland at 1030am and got back to Cannon Beach 10 hours
later. Highway 26 was closed at mile post 15 near Camp 18 after a tree fell
on a pickup killing three people.

Come join us this Christmas as we celebrate our Lord Jesus' birth and
prepare our lives for His coming. Invite family, friends, and neighbors to
join you for these Christmas events, held at the Sanctuary, but also
live-streamed and recorded on our church YouTube channel. Saturday, Dec.
24th at 4PM and 6PM we celebrate Christmas Eve with two Candlelight
Services of Lessons and Carols, with candlelight singing of Silent Night.
On Christmas Morning, Sunday, Dec. 25th at 10AM we'll have only one worship
service that morning, featuring our annual Impromptu Christmas Pageant.

Biologist for Portland Audubon,will cover the current status of Snowy
Plovers on the Oregon Coast, why they are at risk across their range, and
the current and future efforts to monitor and protect these birds as they
recolonize their historic range on Oregon's North Coast. Allison is the
Coastal Community Science Biologist for Portland Audubon, where she manages
community science monitoring projects for coastal birds on Oregon's North
Coast, including Western Snowy Plovers, Black Oystercatchers, and local
seabirds. Before coming to Portland Audubon, she worked at the intersection
of coastal wildlife conservation and community science in the Aleutian
Islands, the Mississippi Gulf Coast, the Florida Everglades, and some of
the busiest beaches in the country in Cape May, New Jersey. She holds an
M.S. in Ecology and Evolution from Rutgers University, a B.S. in Law and
Policy from The College of New Jersey, and is currently finishing her Ph.D.
working with First Nations fisheries on issues of seabird bycatch in Arctic
Canada.

CORRECTION to last week's notes from City Manager Bruce St Denis: I would
like to provide a correction regarding the statement about public input
into the new City Hall/Police Station (CH/PD) that were part of the notes
from this morning’s [Wednesday Morning Meeting]. There will be an agenda
item on the October 11th work session where the Council and architectural
firm will talk about public input for the City Hall/Police Station
project. It is our intent to create the same opportunities for both Council
and public input on the CH/PD project as there was for CBE Rejuvenation.
That process was very effective and well received. The difference we are
finding between the two is that there are no natural “prompts” to get
people to talk and provide input about the City Hall/Police Department
project. With the CBE Rejuvenation we had things like the site, classrooms,
the gym, and the tribal history. Those exciting and obvious talking points
are lacking with the CH/PD project. The purpose of the agenda item is to
determine how we can overcome that hurdle and encourage the public to
provide their ideas and other input.

JeneePM:Cannon Beach Candidates Forum - tomorrow (Thursday) Oct 16th at
630pm at Coaster Theatre - hosted by Vote Smart Cannon Beach. Moderator yet
to be determined. Cannon Beach mayoral and council candidates only. If you
are confused about this info, it is because there was a forum announced
previously for Oct 16 by the CB Gazette. However, it was upended by this
one.
The Vote Smart Candidate Forum begins at 6:30PM this Thursday, October 13th
at the Coaster Theatre.
*THE SCHEDULE:*
The forum begins at 6:30PM. As hosts, we hope to be both efficient and
explore a full slate of the issues facing Cannon Beach. We expect the event
to run from 90 minutes to two hours.
Candidates are welcome to arrive as early as 6:00PM, as well as to spend
some time after the event meeting with attendees.
*THE FORMAT:*
Candidates will be given 60 seconds to answer each question and 90 seconds
for a closing statement.
An official timer will be on hand, providing a visual reminder when 15
seconds are remaining. At the end of 60 seconds, a sound will alert the
speaker that time is up.
All candidates--for mayor and city council--will appear on stage at the
same time and answer the same set of questions.
There may be an additional question or two for the candidates for mayor,
specific to those mayoral duties.
The Vote Smart committee opted to group the council and mayoral candidates
with two common interests: 1.) that council members and mayor have the same
voting power; and, 2.) rather than repeating the same set of questions and
resetting the room, time would be maximized by grouping the council/mayoral
candidates.
Vote Smart will provide moderators. Regardless of who is moderating, the
questions for the evening will be written in advance and approved by the
Vote Smart committee. Throughout the drafting of questions, the committee
has invited and gathered suggestions from interested community members.

*THE EXPECTATIONS*
This is a Forum, not a Debate.
Candidates are asked to answer the questions posed by the moderator, and to
avoid attacking or belittling other candidates/policies. Candidates should
aspire to make their points in the affirmative--IE: rather than denouncing
ideas, frame the issue in a way that shares what you are *for*.
Should a candidate take exception or seek to clarify something said by
another at the event, they will be afforded a minute-and-a-half closing
statement to use however they see fit. This could be to make their final
case on why voters should choose them, or to clear up any perceived
questions from the forum.
Audience members will be asked to refrain from clapping, cheering, booing
or taking any positions throughout the event.
The event will be filmed and posted on YouTube for those unable to attend.
*THE QUESTIONS*
Candidates should expect somewhere in the neighborhood of 10 to 14
questions on a variety of topics centering on the issues facing Cannon
Beach in the near and medium term. This includes the balancing of needs
between residents and tourists, city operations, development, the
environment and so on.
The order of candidates asked to respond first to a question will rotate.
IE: If you were asked a question first, your response to the next question
will come last.
*A WORD ON CAMPAIGN MATERIALS: *
Candidates are asked not to bring or distribute any campaign related
materials. This is not a rally.
Candidates are asked to refrain from soliciting or accepting any donations
at the event. There should be no money changing hands at the forum. Period.
*ON SAFETY AND ORDER*
As you may or may not know, due to events unrelated to the forum, a member
of the public has been trespassed from the Coaster Theatre. Despite
instruction from the Chief of Police, this individual say he intends
attend. Chief of Police Jason Schermerhorn has been notified and will be on
hand for the entirety of the event to keep the peace. According to the
Chief, the trespass notice extends to parts of the Coaster Theatre
courtyard.

CORRECTION to last week's notes from City Manager Bruce St Denis: I would
like to provide a correction regarding the statement about public input
into the new City Hall/Police Station (CH/PD) that were part of the notes
from this morning’s [Wednesday Morning Meeting]. There will be an agenda
item on the October 11th work session where the Council and architectural
firm will talk about public input for the City Hall/Police Station
project. It is our intent to create the same opportunities for both Council
and public input on the CH/PD project as there was for CBE Rejuvenation.
That process was very effective and well received. The difference we are
finding between the two is that there are no natural “prompts” to get
people to talk and provide input about the City Hall/Police Department
project. With the CBE Rejuvenation we had things like the site, classrooms,
the gym, and the tribal history. Those exciting and obvious talking points
are lacking with the CH/PD project. The purpose of the agenda item is to
determine how we can overcome that hurdle and encourage the public to
provide their ideas and other input.

Partners of America is hosting a group from Costa Rica this week. They will
be visiting Cannon Beach this Friday Sept 9th for a fun day of activities
on their tour. They will begin with HRAP at Haystack Rock, then on to the
Chocolate Cafe in the morning, visit some local Galleries, have lunch at
Moe's Restaurant, visit a local cottage, and end the day at Ecola State
Park. Welcome to Cannon Beach, Tico's (an affectionate name for Costa
Ricans). We hope you have a wonderful day. For further information go to:

Jenee Pearce-Mushen mentioned that blue helmets for children and adults are
available at our local Police Department for Bicycle safety.
Deb Atiyeh brought up the City Council Meeting last evening. It was
declared that September 15 to October 15 is National HIspanic Heritage
Month in Cannon Beach.
The City is exploring a possible option for the Food Pantry at the Tolovana
Arts Center. Concerns were raised about the convenience of the location
not being centrally located for people who come by bus. Jenee mentioned
that most people come by car and only knew of one person that comes by bus.
Outdoor Dining will be extended until Spring 2023 for the downtown
restaurants.
Haystack Holidays was discussed along with the 50 year anniversary of the
Coaster Theatre and the theme of the Charles Dickens, A Christmas Story
interwoven. The community would like to create a festive event to be had by
all with warmth and good cheer. As Steidel wrote the song: "Christmas in
our Hometown". Bringing the heart of our community into Christmas. The
contribution of the Coaster Theatre through all these years has been
immense in enlightening the community and brightening the Holiday Spirit.
The CB Gazette would like to join with the Chamber of Commerce in a "Joyful
old Village Christmas" involving all of the businesses and residents. "Oh
Hear You Merry Gentlemen and Ladies"..
Mary Beth brought up that Clatsop County Democrats will be interviewing all
candidates in Clatsop County and posting it online. It will be carefully
focused on City and County issues that are important for these local races
in a non-partisan way.
We discussed the Cannon Beach Gazette putting on a forum for the Local
Candidates for Mayor and City Council, preferably at the Coaster Theatre.
George mentioned that we should do one so that locals can get to know the
candidates. It is something that has been done in the past with a moderator.
Deb Atiyeh mentioned that the CB Gazette would like to receive questions
from the residents on questions that they would like to ask the candidates.

Gazette will also be doing a write-up on the candidates and following the
election closely.
Candidates for Mayor are Barb Knop and Erik Ostrander
Candidates for the two City Council positions are Jenee Pearce-Mushen, Lisa
Kerr, Gary Hayes, Deanna Hammond, and Laurie Simpkins; and Councilor Robin
Risley running for a second term.

GeorgeV: Actually I'm off to Ohio for a family visit with my mother - 95
