invitation only art and wine events. Also on Friday night is the Battle

Paramount in the decision are the tides. All beach activity has to
happen in the hours between high tides when there is enough hard, wet
sand to form sculptures and drive cars. There are about 12 hours between
high tides and about 7 hours of time to pull off the contest. Most

GaryH/CourtC: In Cannon Beach, besides the $125K that goes to run the Info Ctr, about 10% ($280K) of lodging tax revenues go to TAC for distribution to about 7 local non-profits who are to use it to put heads-in-beds as per state law. Because those moneys have to be applied for and approved annually, there is no certainty from year to year how much or even if there will be funds for any particular group in the coming year. Cannon Beach's competition does have consistency and considerably more to spend to draw attention to what they have to offer. This put Cannon Beach at a competitive disadvantage. There needs to be sustainable, substantial funding for marketing. Court cites a study that found for every dollar invested in promotion, $37 came back to the community. former Clatsop Co and Warrenton manager and current Woodburn city
manager - Scott Derickson. Most all items on the list created with be

the identified goals are: 1. Develop a strategic plan w/ community
