MaryK: it may be true that the system required to supply water for residents and visitors is more complex and therefore expensive than what would be necessary for just residents, but isn't that to the benefit of residents who are able to benefit from a system that would not be affordable without visitors dollars. GregS: How about the idea of a non-usage fee on homes that sit empty, but still require that plenty of water be available when owners or guests show up. GeorgeV: Much of last night's City Council Work Session [and today's WMM] was taken up by discussion of the cost of delivering water, disposing of waste water and drainage. A study by Civil West Engineering Services revealed needed upkeep and improvements over a 20 year period. Rates here have been lower than our neighbors for some time and in recent years have been subsidized by the general fund (lodging tax, property tax, etc). To fulfill the recommendations in the study, a large increase in rates is required. Currently users with a 3/4" meter (most users) pay a base fee which includes 400 Cubic Feet (approx 3000gal) for $17.94. Each 100 CF is $4.48. The manner and pace of rate increases was debated. The Public Works Advisory Board (Committee) recommended only going so far as to include 50% of study recommendations and phase those increases in over 5 years - 16%, 7%, 7%, 6%, 7%. The Council consensus was to start off with the 16% and then have our recently hired Public Works Director and just hired City Manager take time to inform citizens, study further and look for possible grants and matching funds. Questions raised (some last night, some today) were: Should businesses pay a surtax since their customers (visitors) create demand for a higher volume water system than would otherwise be needed? Should lodging tax dollars be used to subsidize? Should there be a tax on food purchased at restaurants? Is it prudent to only fund 50% of the study's recommendations? Should second-home owners pay a surtax for the privilege of owning an investment home here that is empty most of the time? <u></u><u></u></span></p><p><span style="font-size:9.5pt;font-family:Tahoma,sans-serif">2.
