eSD: The City Council met this week. 50% of the Lodging Tax due now for the City's 3rd quarter will be deferred to July 15th. Anyone who already has paid can defer in the next quarter. A Committee of three (Jim Paino, Barb Knop and Carolyn Probst) was appointed to advise the Council on how to use $302,000 as grants for Cannon Beach businesses. There will be an application process that is intended to take no more than an hour to complete. Cannon Beach remains closed to visitors until May 5 at which time the Council will reconsider.<br><br>RickH: As Cannon Beach Emergency Manager, Rick gets daily updates from County and State agencies. Cannon Beach will coordinate with neighboring towns as we move toward reopening our towns. Guidelines for reopening will be coming from Federal, State and County agencies and are being formulated now. It is not clear now, but reopening may involve masks, barriers, distancing, capacity, etc. A community log-in/call-in meeting will be set up once there is information to share about reopening. There have been 2002 cases of Covid-19 in Oregon. 5% of those tested are positive. Clatsop County has had 6 cases. There are no Covid-19 patients in the Seaside or Astoria hospitals. The county just received 5000 test kits - 40,000 are needed. The procedure once we are out of emergency mode will be 1. Test. 2. Trace. 3. Isolate. The City website is be updated most everyday -<a href="https://www.ci.cannon-beach.or.us/" target="_blank">https://www.ci.cannon-beach.or.us</a><br><br>JasonS: It is important to give business owners time to prepare their businesses for re-opening based on new safety requirements. That will take place at the Community meeting mentioned above.<br><br>JimP: The Chamber received 60 responses from their survey for feedback to the City. Many businesses are uncertain of going forward. Without assistance and depending on how long they are closed down, some may not come back. Or may fail once back if sales do not come back strong.<br><br>GregS: The Waves Motel's 60 units normally get about 20 cancellations a month - but now are getting 5 to 6 times that number. No reservations are being taken for any days in May before Memorial Day. They are getting about 5 reservations a day now for Summer.<br><br>GeorgeV: Bend City Council met last week and opted to continue to allow visitors citing data showing that citizens, visitors and the lodging industry have been acting responsibly and that further restrictions are not necessary at this time. Golf courses are open where social distancing is practiced. No one touches anything that has not been sterilized. All reservations and transactions take place online or on the phone.<br><br>JimP: Sandcastle 2020 was set over a year ago for June 13th. The committee is moving forward with plans for now but will re-evaluate on May 7th. Alternate dates being considered are Aug15 and Sept 26 (mostly based on tides).<br><br>RickH: It is impossible to predict now when an "all clear" will come. It is too early. New data is coming in constantly.<br><br>New at today's meeting - Michele Fritzer. She and husband Dave own a lot in Cannon Beach and plan to retire here. They have a couple businesses in Hillsboro - Cleanway and Noble Investment Properties. Michele suggests that people who have not attended an online meeting using Zoom before, go to <a href="https://zoom.us/" target="_blank">https://zoom.us</a> now and sign up for free. Then when you get a notice and a link to a meeting you will be ready to go. Zoom meetings can be accessed by phone also.<br><br>VVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVVend<br><br>Wednesday, April 15th, 2020<br>Zoom Meeting, Participants: 10<br>Attendees: JasonS, MaryBethC, HannahO, ErikO, RickH, JimP, KenP, GregS, AricaS, GeorgeV<br><br>JimP: The City Council met last night online via Zoom. There were 51 connections to the meeting. Council will meet again next week to decide on 1. Whether to defer the first quarter Transient Room Tax which is due now. 2. Use of $302K of Lodging Tax reserves to assist businesses suffering financially as a result of circumstances outside their control and 3.  Whether to forgive part of current sewer and water charges. The town is still closed to visitors into early May.<br><br>JimP: The City thru the Chamber is looking for feedback from the business community. The Chamber sent out an email this morning; Please fill out the short survey at <a href="https://myemail.constantcontact.com/Action-Needed-This-Week-.html?soid=1114613089700&aid=Oh57sAIuxpg" target="_blank">https://myemail.constantcontact.com/Action-Needed-This-Week-.html?soid=1114613089700&aid=Oh57sAIuxpg</a>.<br><br>KevinL from yesterday's Chamber Breakfast Meeting: Anyone who applied for a government loan before March 30th and has not received a response need to re-apply.<br><br>RickH: The Oregon virus curve is currently projected to peak on Apr 26th.<br><br>JimP: Our local banks can only loan money to the extent the ahO, GregS, MelodieC, MarcR, ChrisO, AaronH<br>Notes by Hannah Ostrander<br><br>GregS: George Vetter Estate Sale is next week. George says: The George & Paula Vetter Family Estate Sale at 3823 Pacific in Tolovana by the CB Academy is just a week away. Local estate liquidators Larry and Kay Marshall say this is their biggest yet. Everything on three floors and the garage must go. Our children grew up here plus we have accumulated lots of stuff from El Mundo's 3 retail stores and the George Vetter FotoArt gallery. Our smaller Bend condo came furnished so almost all our furniture, beds, desks, cabinets, tools, toys, games, equipment, fixtures, cameras/photos, art, collections, etc will need to find new homes. There are over 400 albums including lots of classical, over 100 videos including kids Disney, over 100 music CDs, hundreds of books, several TV's & stands, an 8-post king-size brass bed, closets of clothes, two bikes, a twin baby jogger by Racing Strollers, CityBug Electric Scooter, golf clubs, bags, balls, net, etc, etc, etc.  The Sale is advertised as starting Thursday (Mar 19), but Wednesday (Mar 18) from 3-6pm is Invitation-Only. You are invited. Bring your truck. See photos at <a href="http://www.cbor.us/3823Pacific" target="_blank">www.cbor.us/3823Pacific</a>. Photos of the what you will find on Wednesday will be added this weekend.<br><br>HannahO: We’ve had a few coronavirus cancellations and other such concerns. Multnomah county has had their first case.<br><br>HannahO: Also, our trip to Israel has been cancelled due to travel restrictions.<br><br>MarcR: Homeless camps (like in Portland) are likely hotspots for disease transmission.  Met with the new beach ranger, Eric, who is ready to tackle illegal beach fires with warnings and (if that doesn’t work) $400 citations.  Marc and Eric are working together to create educational flyers for hotels about beach fires.  Recently the fire department went to Ecola State Park to do a rope drill and the road is completely gone and there doesn’t seem to be a plan in action for repairs.<br><br>HannahO: Ecola is normally a Whale Watching Spoken Here! location, however the Neahkahnie Overlook and Fort Stevens will be the closest locations for this Spring Break.  Volunteers will be placed at those sites March 21-28 from 10:00am-1:00pm.<br><br>GregS: The wayward boat that was pulled off of Arcadia Beach has torn apart and removed from the Tolovana Wayside Parking Lot.<br><br>GregS: The Savor Cannon Beach event is this weekend, over 500 tickets have been sold for the Saturday events.<br><br>JimK: Food for Savor will be pre-wrapped and delivered to limit any possibility virus transmissions, festival coordinators are working to be proactive.<br><br>ChrisO: OreGrown ribbon cutting is this Friday, they will be selling apparel, CBD, and cannabis. The community church will be having the Season of Lent on Friday at 12:00pm.  Business After Hours is at the Columbia Bank on Thursday, March 19th from 5-7:00pm, Pelican will have booze.  The North Coast Tourism Management Network had a public open house event on Monday, March 9th and about 80 people attended, many of whom had not interacted with the network before.  Jim Paino spoke about transportation and car free options that visitors can take to get to the beach and once they are here.  Much of this network has been modeled after a program that took place in the Columbia Gorge with Travel Oregon a few years ago.  Also, the Chamber put together an “Ecola Alternatives” page.  <br><br>GregS: The TAC met recently to review the final reports from grant recipients in the 2018-2019 cycle.  Also, the City has bought the elementary school and used TAC funds to assist, which will be repaid over 3 years.  The City is receiving ~$350,000/year through the 1% county tax which is planned to go towards the elementary school.  Steve Sinkler has just began his 2nd term on the committee.<br><br>MarcR: The Fire Department is looking to apply for TAC funding for Fire Conferences in November and February that will bring rural departments together for training, lectures, and low season revenue.<br><br>From Karen at City Hall: Reminders regarding the revised city ordinance about not feeding wild animals in Cannon Beach are currently  being distributed.  The printed reminder comes as a 5"x7" post card type hand out that will go to all hotels, restaurants and retailers.  A poster is also available should the business not desire the hand out cards.  A sample of the poster can be seen in each of the kiosk locations around town as an additional reminder to visitors.  Please begin distributing the reminders to visitors coming to Cannon Beach beginning immediately.  The Chamber will have additional quantities should you run out. This is a one time communications blast to help get the word out on this important ordinance change this spring/summer season. Should you have any questions, please contact the City Public Works Director, Karen La Bonte at 503-436
